Purpose of Position
JOB SUMMARY
The job duties of the Network Analyst include but are not limited to design, build, and implement secure network and server systems across the enterprise; includes planning, developing, installing, configuring, maintaining, supporting, and optimizing all local, wide and community area network connections (including City of Chippewa), servers, phones system, associated operating systems and software and communication links; responsible for Chippewa County computer network security; ensuring the compliance with all internal and regulatory guidelines regarding protection of sensitive data; troubleshoot network performance issues, as well as analyze network traffic and provide capacity planning solutions; analyze and resolve end-user hardware, software, and network problems and provide end-user training as required;
and to provide responsive, courteous and efficient service to County residents and the general public.

Essential Duties and Responsibilities
DUTIES AND RESPONSIBILITIES
The duties described below are indicative of what the Network Analyst might be asked to perform. This job description is to incorporate any county ordinances created for the position of Network Analyst. This is not an exhaustive list of job responsibilities and therefore other duties may be assigned:
Administrative Functions:
  • Coordinate the design, configuration, implementation, maintenance, and support of County networks, including Local Area Network (LAN), Wide Area Network (WAN), Community Area Network (CAN), City of Chippewa network and all related devices and operating systems.
    1. Provide technical support, consultation, and recommendations.
    2. Configure and installs network devices; switches, routers, firewalls, etc.
    3. Respond to critical system emergencies and troubleshoots network outages.
    4. Ensure correct cabling and power consumption is available for network device requirements.
    5. Research new technologies and identify solutions for enhancing Chippewa County's information solutions and security.
  • Upgrade and enhance the network infrastructure.
    1. Implement security strategies using best practices.
    2. Coordinate installation of software, service packs, and critical updates.
    3. Develop and maintain procedures, and internal controls regarding network and application access; including security management for workstations, servers, networks, databases and application security.
  • Provide project management for all network related projects.
  • Ensure that projects are completed on time, and meet stated objectives. Coordinate the installation, configuration, implementation, maintenance, and support of all County and City systems including MS Windows Server, Linux Servers, VM Ware, MS Exchange (clustered), MS SQL databases, Microsoft Internet Information Server (IIS), Web servers, Email Archiving, data & web servers, Active Directory domain controllers, time systems, public safety systems, financial systems, inventory, Enterprise SAN (storage area network) and others.
    1. Install, administer and support each server's operating systems, software applications and related devices.
    2. Manage the installation, configuration, and testing of new releases of Microsoft Windows Server, Internet Information Server (IIS), Microsoft SQL Server, and Microsoft Outlook Web for access and security standards controls.
    3. Provide technical support, consultation, and recommendations.
    4. Respond to critical server issues and troubleshoots.
    5. Coordinate downtime that is acceptable to county and city business schedules giving adequate advance notice.
    6. Review the various software and hardware logs to determine if systems and databases are operating properly after system or application failures.
  • Upgrade and enhance the data infrastructure.
    1. Utilize virtualization best practice concepts into virtual server environment
    2. Provide high level design and hands-on delivery expertise using VMware and related technologies, while assisting in all aspects from design inception to delivery for virtualization initiatives.
    3. Implement security strategies using group policies and best practices
    4. Coordinate installation and deployment of application software, service packs, and critical updates using enterprise deployment process.
  • Provide project management for all server related projects and changes
    1. Provide timely, comprehensive project status reports
    2. Ensure that projects are completed on time, and meet stated objective
  • Implement data backup and restoration procedures for networks, servers and other systems as needed.
    1. Ensure all data necessary is backed up and stored off site
    2. Test data backup procedures
    3. Archive emails according to retention policy
  • Administer databases and end user accounts ensuring appropriate permissions to servers; data, e-mail, remote access, etc. Work with end users in maintaining the security and integrity of information stored within system files.
  • Consult with end users regarding software needs and problems. Implements and tests software modifications and applications. Instruct users on modifications and applications.
  • Provide technical and analytical assistance to users in the identification and solution of data communications, Local Area Networks, Wide Area Networks, Midrange, Servers, and PC problems.
  • Implement and administer VoIP phone system into current environment.
  • Exercise responsibility for daily Help Desk and Systems support operations as needed.
  • Attend training, technical conferences, and seminars; reviews publications to keep current regarding new network, software, hardware, security products, IT procedures and best practices.
  • Provide on-call service for after-hours IT emergencies as part of a rotation.

Community Relations Functions:
  • Consult with State Agencies on statutory regulations pertaining to County and City Departments.
  • Work with CINC members and other outside vendors on configurations for current and future fiber needs.
  • Work cooperatively with the City of Chippewa Falls, CINC, the State of Wisconsin, and other agencies for shared network and application services, maintenance, and future planning.

  • All Chippewa County and City of Chippewa Falls employees, managers and directors that the IT Division serves.
  • RWC Consortium providers/suppliers
  • Chippewa County Public safety agencies
  • County Board, CINC members

Team Members:
  • Employees of the IT Division and DOA
  • City of Chippewa Falls IT Liaison

Minimum Qualifications
QUALIFICATION REQUIREMENTS
To perform this job successfully, an individual must be able to perform each duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required at the time of hire or for the continuation of employment.
EDUCATION AND/OR EXPERIENCE:
  • Bachelor's degree in Business Administration, MIS, Computer Science or related field with minimum of two (2) years' experience including system analysis and project management principles required;

-Or-
  • Associate's Degree in Information Technology with six (6) recent network /server experience required.
  • Virtualization experience with VM Ware is preferred.
  • Experience working in the public sector is preferred.
  • A cell phone is required.
  • A valid driver's license required.

Computer Employee Specifications:
  • Application of systems analysis techniques and procedures, including consultation with users to determine hardware, software or system function specifications
  • Design, develop, create, test, or modify computer systems or programs based on user or system design specifications.
  • Design, documentation, testing, creation, or modification of computer programs related to machine operating systems.

Detailed knowledge and skill in current Information Technology, industry standards and best practices including:
  • Proficiency in network design, configuration, operation, troubleshooting and security in a complex network environment
  • Proficiency in Active Directory and group policies
  • Proficiency in configuration, installation and operational support of network servers, database servers, personal computers and their operating systems
  • Proficiency in implementing and supporting voice, data and video applications both internally and with outside agencies
  • Product specific knowledge of and experience with Cisco networking products, Enterprise SAN, Microsoft windows server operating systems and MS Exchange, Microsoft SQL
  • Backup hardware, software and emergency procedures and planning
  • Experience with documentation standards and best practices
  • Proven implementation experience with all high availability features of VM-Ware including VMotion, HA, DRS, Vswitch design, advanced performance troubleshooting, command line utilities, working knowledge of the VMFS file system (including configuration and management), creating clones, images and templates, resource allocation, resource pools, and system monitoring.
  • Hands on experience with VMware; installation and configuration of ESXi and Virtual Center.
  • Solid understanding of Enterprise SAN technology and how VM Ware is implemented with shared storage VMFS strategies for performance and optimization across logical and physical network topologies.
  • Demonstrated ability to work independently and in a team environment to effectively prioritize tasks, identify problems, and propose alternative solutions.
  • Workstation security management (virus prevention, desktop management tools, group policy enforcement, etc.)
  • Network security management (Remote Access Systems, VPN, firewall security)
  • Application security (email and other business-related applications) database systems security management (Oracle, SQL Server, etc.)
  • Experience with Windows clustering.
  • Solid understanding of IP networking, DNS, DHCP, streaming protocols and monitoring.
  • Experience with IIS and web technologies.
  • Excellent analytical, organizational, verbal and written communication skills are required, plus a strong attention to detail.

Chippewa County offers a comprehensive benefit package including:
Health Insurance - The County's Health Plan is administered by AmeriBen w/ a $2,000 deductible for an individual and $4,000 deductible for a family. There is NO employee monthly premium for single and family coverage. Health Reimbursement Account (HRA) contributions are made quarterly by the County equal to $600 per person per year on the plan with a maximum of $2,400 annually. AmeriBen's provider network is Anthem Blue Preferred and includes Mayo Clinic Health System, Marshfield Clinic, Prevea, Oakleaf, Sacred Heart, St. Joseph's, and more!
Wisconsin Retirement System: Employee is required to contribute 6.50% with a County match of 6.50% in 2022. This percentage may change each year based on state requirements.
Other insurance plans offered: Dental, vision, life, accident, critical illness, short-term and long-term disability and flexible spending accounts.
PTO accrual equal to 7.09 hours of PTO per pay period (26 pay periods in a year).
9 paid holidays per year.
