.Net Developer, Front-End

The eTransit Reporting system is a greenfield web application being built for Clint Bureau of Public Transit to replace and enhance a legacy system using the latest .NET and Angular technologies for deployment to the Azure cloud. The application will allow easier communication between Clint, the Federal Department of Transit, and public transit agencies within Pennsylvania while enhancing lines of business and looking forward to future changes and systems enhancements. Prospective initial deployment of the application is March 2025.

Candidates will work under the direction of the project’s Technical Lead and Application Architect to write, test, and document code to implement system features and enhancements.

Skills

Required: 8+ Years

· HTML, CSS, JavaScript

· Prefer: prior experience with jQuery and Bootstrap

· Angular with recent experience with Angular 14 or greater

· Testing frameworks

· Prefer: Jasmine and Karma

· Including: xUnit/NUnit

· .NET Core and C# with recent experience with .NET Core 5 or greater.

· ASP.NET

· Prefer: Familiarity with frameworks like MVC or ASP.NET Core for building web applications

· Prefer: Experience with RESTful APIs

· SQL Server / T-SQL

· ORM, such as Entity Framework and Dapper

· Tools:

· Visual Studio with recent experience in VS2022 and VS Code

· Azure DevOps / Git

Required: Knowledge and Experience

· Knowledge of Responsive and mobile-first design

• Knowledge of Design Patterns and Solid principles
• Knowledge of digital accessibility and disability inclusion
• Knowledge of regulations related to digital accessibility (e.g., Section 508, ADA)
• Knowledge of WCAG 2.1 AA requirements
• Experience designing for platform technologies (e.g., HTML, CSS, JavaScript, iOS, Android)
• Experience applying WAI-ARIA authoring guidelines and best practices.
• Experience optimizing for the accessibility features of the platform (HTML, iOS, Android)
• Experience developing digital products that comply with accessibility standards.

Preferred: Applicants with the following qualifications will be preferred:

• Experience incorporating accessibility tests into the development process.
• Experience building digital products where compliance with accessibility standards is part of “definition of done”

Work details:

• Work hours are Monday – Friday, 8:30am – 5:00pm excluding state holidays for a maximum of 40 hours/week. Lunch is 12:00 – 12:30. The contract assumes an additional 80 hours of unpaid leave in addition to the above per state fiscal year.
• Work location is majority remote; however, selected candidates will be required to report IN PERSON for an interview at PennDOT’s offices at 400 North Street, 5th floor, Harrisburg PA. Engaged candidates will also need to report IN PERSON to pick up equipment as part of onboarding and may be required to report for occasional in-person meetings or training.
• Selected candidates must provide a completed PATCH check and work authorization done at vendor expense prior to engagement.
• On-site work location is a secured floor. Engaged candidates must bring a check or money order for $20 payable to the Commonwealth of Pennsylvania on the first day work to pay for a badge.

The agency does not provide parking.
