Overview
Responsibilities
Collaborate with DHHS ITD and business units to understand the current organization and delivery structure and framework
Articulate a common definition of Product Management for DHHS and ensure that all the stakeholders are in alignment
Form a Product Management coalition to include all the right leaders and stakeholders from Business and Technology
Collaborate with this coalition to define the end state Product Management framework for DHHS and build a roadmap to achieve this end state
Engage in different portfolios, train and coach standardization across portfolios
Understand current ITD roles across organization and create a mapping of these roles fit in product management framework
Facilitate multi-day training and short workshops for Product Management and other stakeholders
Support Product Owners and Product Managers in building and refining a stable, known, prioritized backlog; coach the PO/PM and teams in effective techniques for creating a backlog that complements iterative, frequent delivery of value
Translate complex ideas into understandable concepts that can be understood by business and technology teams
Coach Product Owners and Managers on the development and design of Product Roadmaps
Advocate for the customer through human-centered design methods, ensuring our products speak the language of the customer
Introduce flow metrics and coach product management team to understand and properly use them
Help the Product Management team to create a Lean Portfolio Management, including Lean Budgeting
Work with LACE and with the Enterprise Agile Coach to lay out the Project to Product strategy, roadmap and Transformation Backlog

Experience
10 + years of experience in developing and implementing Product Management frameworks for Government or Fortune 500 corporations
2+ Years experience training agile concepts through formal training (virtual or classroom) or conducting workshops or Performing in the role of a Human-Centered Design Specialist
2+ Years of experience as an Agile Transformation Consultant or Agile Coach leading Organizational or Program-Level Agile transformation
3+ years of Agile experience with scrum teams and all ceremonies (daily standup meetings, sprint planning, sprint review, sprint retrospective, creation of user stories, maintenance of dashboards, tracking and managing work in progress, etc.)
5+ years of experience with an Agile framework or methodology (Scrum, SAFe, Kanban, etc)
5+ years in Product or Project/Program Management roles
15+ years professional experience
10 + years of experience in developing and implementing Product Management frameworks for Government or Fortune 500 corporations

Skills
Solid understanding and experience with Agile Frameworks such as Scaled Agile Framework (SAFe), Scrum@Scale, SCRUM, Kanban
Familiar with Agile tools including JIRA and Confluence
Innovative thinking - ability to learn new tools and techniques and apply them to the program
Strong written and verbal communications skills, including the ability to communicate solutions effectively to technical and non-technical audiences
Experience working with multiple teams and multiple frameworks (eg, Kanban, Scrum, SAFe, etc.).
Knowledge of Systems Development Lifecycle and the Project Management Lifecycle
Product Roadmap development and implementation
Design Thinking and other styles of Prototype development
Demonstrated ability to introduce and implement practices to facilitate inter-team dependency management, requirements elicitation, and planning with agile and non-agile teams
Desired Certifications
One or more Product Management certifications such as Product Owner, Product Manager (POPM), Certified Scrum Product Owner CSPO), Professional Scrum Product Owner (PSPO)
One or more Expert-level Agile certification(s) Preferred - SAFe Program Consultant (SPC)
