The Department of Natural Resources, Division of Mining, Land & Water (DMLW) is seeking to fill a professional-level Natural Resource Manager 1 (NRM 1) position located in the Southcentral Regional Land Office in Anchorage. This position is a program manager of two programs involved in managing the upland, shoreland, tideland and submerged land resources of the State of Alaska. The NRM 1 position works on the General Leasing and the Material Sales teams with the NRM 2 and supervises up to eight Natural Resource professionals. This position is the working supervisor of two teams that primarily issue general leases and material sale contracts. The General Leasing and Material Sale teams are strong, cohesive, and experienced. SCRO contributes to these missions by issuing land use authorizations that allow for responsible development and use of state land while facilitating economic growth consistent with the public interest. This position plays a key role in the DMLW mission by managing the General Leasing and Material Sales programs, which issue leases for the use of state upland, shoreland, tideland, and submerged land. This position has a direct impact on facilitating land use and development for the economic health of the State and its citizens while also balancing the stewardship role inherent in managing public lands in trust for the public.
Core Responsibilities
This position has supervisory responsibility over up to eight Natural Resources professionals, which includes decision-making, assigning and reviewing work, data management and analysis, maintaining external relations, and directly assisting subordinates within two state-wide programs. The General Leasing Program issues leases to develop the state's upland, shoreland, tideland, and submerged lands for commercial recreation and tourism; general commercial/industrial; facilities on tideland, shoreland, or submerged land; public and charitable; or for agricultural or grazing purposes. The Material Sales Program designates material sites and issues material sale contracts. Some of these projects may receive significant public scrutiny, be controversial, and have a high probability of litigation. The incumbent will work with local, state, and federal agencies, industry, non-governmental agencies, and the public to review development projects and staff's written findings, administrative decisions, and land use authorizations under the authority of the Alaska Land Act (Title 38).
The NRM 1 may also participate in field inspections and community outreach. Field inspections are variable and may range from road-accessible sites to remote sites, which require travel by chartered flights and small watercraft.

Located on the 9th floor of the Robert B. Atwood building in downtown Anchorage, our office has a positive atmosphere geared towards collaboration and teamwork. The office has a beautiful view of the Chugach Mountain Range and offers free parking. The Atwood building is near coffee shops, restaurants, shopping, the park strip, and the Coastal Trail system.
Core office hours are 8:00 am-5:00 pm, Monday through Friday, with an 8-hour daily work schedule. The Lands Section staff are located together in an office setting; each staff member has their own cubicle. The daily routine for this position consists of collaborating with team members on projects in all forms, managing team workload, reviewing work, decision-making, mentoring, and policy discussions.
The work environment of this position will be primarily in an office setting. However, we offer hybrid teleworking opportunities for all of our staff, as well as flex schedules. Though the primary duties of this position are largely office-based, there may be the opportunity to travel to provide community outreach and conduct field inspections.
