Monitoring & Evaluation Officer

POSITION SUMMARY - This position is open to the following locations: Arlington-VA, Seattle-WA, Honolulu-HI, Colombia, Ecuador, Guyana, Mexico, Brazil, Peru, or Suriname
The Center for Oceans' Monitoring and Evaluation Officer (M&E) will provide technical direction and support to the Center's efforts to implement comprehensive M&E systems, tools, and methods that monitor and assess progress towards programmatic and organizational goals, provide timely and relevant information to stakeholders and decision-makers, and help inform strategic decisions to drive the Center's overall impact.
Reporting to the Center for Ocean's Senior Vice President, the M&E Officer will collaborate closely with CI teams comprising the Center for Oceans, Fundraising & Development, field and country offices, Brand & Communications, Strategy & Impact, and Project Delivery & Monitoring. This role will utilize formal M&E expertise and working knowledge and experience in impact evaluation, M&E design, and data management to support current and future M&E efforts within the Center for Oceans and the organization more widely.
RESPONSIBILITIES
  • Lead the Center for Ocean's M&E efforts, including reporting on the institution's "Southern Cross" goals - particularly the Ocean and Climate stars. Provide periodic quarterly reports and assessments on progress against goals for internal audiences and leadership.
  • Collaborate with other M&E experts across CI to align and contribute to broader institutional reporting efforts, specifically the Strategy Team and associated M&E program and the Project Delivery and Monitoring Team.
  • Complete evaluations of Center for Oceans projects and programs to help inform feedback, next steps, and lessons learned to improve team, Center, and organizational-level strategic impact.
  • Support Ocean Star and CI-wide Southern Cross goal strategy development as appropriate.
  • Support and inform the refinement of institutional indicators and key project- and program-level indicators as necessary.
  • Manage and further develop the Center's visual data dashboard(s) and associated data infrastructure. Ensure data is up to date through oversight of data input processes and perform regular maintenance of the dashboard(s) as needed.
  • Serve as the focal point for Center for Oceans data requests and liaise directly with individual teams and staff comprising the Center for Oceans to ensure reporting needs are met in a timely manner.
  • Support data management, collection, and standardization across the Center, including within the Development and Fundraising, Communications, oceans science, and institutional impact tracking teams as appropriate.
  • Liaise with CI country programs and other CI divisions to track and align M&E efforts for ocean-related work, ensuring data requests are not duplicated across teams and divisions.
  • Contribute to organization-wide M&E conversations and efforts as the representative for Center for Oceans.
  • Cultivate relationships with funders and support senior staff to help secure funds to support the continued portfolio of Oceans M&E work.

Other duties to advance the program as assigned.
WORKING CONDITIONS
  • Work is performed in a typical office environment.
  • Occasional national and/or international travel as needed.

QUALIFICATIONS
Required
  • Bachelor's degree and 7 or more years of related work experience with M&E programs or initiatives.
  • Experience working with different approaches, including MEL, MEAL, and MERL.
  • Considerable experience formulating strategies to achieve M&E goals, developing and implementing M&E plans, and reporting on progress.
  • Proven ability to understand, interpret, and apply technical and scientific information and data to achieve tangible results.
  • Deep familiarity with Microsoft Suite of tools, in particular: Power BI, SharePoint Lists, and PowerApps.
  • Experienced user of ArcGIS Pro and ArcGIS Online, spreadsheets, and relational database software (e.g., Excel, Access). Proficient with software systems, terminology, and procedures. Skilled in learning and adapting new software applications.
  • Intermediate-advanced data management and spatial data processing skills (e.g., ability to create/digitize shapefiles, correct geometries, test topography, join spatial and tabular files and work in both geodatabase and shapefiles formats).
  • Deep familiarity with database management and data governance.
  • Experience in developing and delivering user training/user support.
  • Excellent written, verbal, and interpersonal communication skills, including the ability to communicate complex issues both verbally and in written form.
  • Demonstrated organizational and time management skills, with proven ability to turn vision and strategies into outcomes.
  • Excellent technical and analytical skills, including demonstrated experience in project management.
  • Proven ability to work independently as well as collaboratively in a matrixed team environment.
  • Fluency in English is required.

Preferred
  • Master's degree or higher.
  • Experience working with economic, ocean, coastal, and/or climate data.
  • Experience building tools for decision-making and prioritization in conservation.
  • Ability to communicate in Spanish, Portuguese, or French.
  • Experience with developing and executing monitoring and evaluation plans for ocean conservation projects.
