POSITION SUMMARY AND PURPOSE

Q2 Impact is seeking a Mid-level Monitoring, Evaluation, and Learning Specialist to provide MEL technical and advisory services to the Department of State. The candidate with oversight and guidance of the Team Lead will contribute to the establishment of organization-wide Monitoring and Evaluation standards by creating and implementing standardized templates and tools (SOPs, logic models, performance monitoring plans, data collection templates, etc.). The candidate will aid in the roll-out and uptake of new templates and tools with the client to ensure the Bureau is fully compliant with the State Departments Program Design and Performance Monitoring policies (18 FAM 300). The candidate will be part of a cross functional team, contribute to technical/management meetings and workshops with clients, and support the development and implementation of project and program level indicators. The candidate will contribute to developing data collection instruments and processes and working with client staff to increase use and understanding of new tools and processes.

RESPONSIBILITIES

  • Contribute to defining standard M&E products and ensuring that all M&E design is consistent with the Evidence Act and 18 FAM 300.

  • Develop and administer standardized M&E products consistent with DoS definitions and in consultation with the Team Lead and client.

  • Support client staff with developing theories of change, results frameworks, appropriate metrics, indicators, and data collection forms/surveys.

  • Assess training needs of the client with regard to MEL in foreign assistance implementation, design and deliver professional development and technical training, and evaluate and improve training.

  • Write or contribute to programmatic and technical reports and other deliverables.

  • Support Project Officers to manage project activities as required.

  • Support other project management work as required.

Qualifications

  • Masters degree in related discipline.

  • Minimum of five (5) years related experience within Monitoring and Evaluation, program management, or other related fields.

  • Knowledge and familiarity with DoS, USAID, or other relevant government agencies.

  • Experience capturing client needs to inform design and delivery of technical products.

  • Strong knowledge of client relationship management principles and practices.

  • Ability to manage multiple changing priorities and meet tight deadlines.

  • Strong attention to detail, organizational, and written and verbal communication skills.

  • Proficient in Microsoft software, including Outlook, PowerPoint, Excel, Word, and Adobe.

  • Fluency in English.

  • Experience with M&E databases and visualization platforms would be beneficial, but not required.

  • Active secret clearance would be beneficial, but not required.

REPORTING REQUIREMENTS

This position reports to the M&E Support Team Lead.
