Job description

CALIBRE Systems, Inc., an Employee-Owned Management Consulting and Digital Transformation company, is seeking a Mobility Logistics Analyst to support the United States Marine Corps Forces, Pacific (MARFORPAC) G4 Logistics Division to interface with the functional cells in the Strategic Mobility Branch to support the MARFORPAC Campaign Plan LOE-4 for Operational Logistics, which develops, manages, coordinates, and facilitates efforts and initiatives with Joint, Industry, Academia, and Service stakeholders to set conditions within the theater of war for operational logistics. The contractor will support matters pertaining to operational logistics in support of assigned forces while providing integrated operational logistics planning, coordination, control, and management to maximize sustainment, force closure, intra-theater distribution, reconstitution, and deployment/redeployment.

 

MARFORPAC is the United States Marine Corps (USMC) service component command of United States Indo-Pacific Command (INDO-PACOM). MARFORPAC is the largest field command in the USMC and is headquartered at Camp H. M. Smith in Hawaii.

 

Tasks include:

  • Support data and information management and varied support services to MARFORPAC G4 Division and the functional cells under the Strategic Mobility Branch.
  • Support data collection, entry, and management of logistics platforms (Sea Services Deployment System (SSDM), International Booking System (IBS) Integrated Computerized Deployment System (ICODES) and Airlift Integration Interface (A2I), administrative platforms (ETMS, AMHS, new fielding), and financial platforms (Defense Agencies Initiative (DAI), Distribution Component Billing System (DCBS).
  • Monitor individual training information in order for MARFORPAC HQTRS and MEF personnel to meet roles and responsibilities as a requestor, intermediate validator, and validator in logistics and financial platforms as required by the Code of Federal Regulation, Defense Travel Regulations, Joint Orders/Publications, Marine Corps Orders/Publications and MARFORPAC Orders
  • Develop state-of-the-art supportability analysis and theater logistics decision support software tools to assist logistics planners in logistics data management, integrated product support program planning/execution, staff estimates, prepositioning requirements, and material readiness for war reserve equities.
  • Assist stakeholders to identify solutions hidden in large data sets and work with stakeholders to improve supportability outcomes.
  • Work with a wide range of stakeholders and functional teams to develop solutions using large data sets and develop logistics information technology tools.
  • Provide daily analysis of data sources through the implementation and creation of models and algorithms that inform logistical support and sustainability of Marine Forces in the USINDOPACOM AOR.
  • Contractor must use knowledge and experience in statistical and data mining techniques (GLM/Regression, Random Forest, Boosting, Trees, text mining, social network analysis, etc.) to help develop models, simulations, and/or algorithms and communicate results.
  • Perform data analysis and draw insights from Marine Corps databases using statistical computer languages (R, Python, SLQ, etc.) and a variety of data mining/data analysis and manipulation methods and data tools to drive optimization and improvement of logistics support to operational plans and initiatives set forth by MARFORPAC and HQMC.
  • Use experience querying databases and leverage knowledge of advanced statistical techniques and concepts (regression, properties of distributions, statistical tests, and proper usage, etc.) and experience with applications using statistical computer languages: R, Python, and SQL.
  • Create and modify data architectures, software applications and programs, and other data analysis tools to improve G4 Plans ability to forecast and meet logistics sustainment requirements at the strategic theater and operational level.
  • Communicate requirements for their further development and implementation to the government.
  • Develop information papers and briefs to communication complex data analytics concepts to stakeholders across teams.
  • Assess and communicate to stakeholders a variety of machine learning techniques (clustering, decision tree learning, artificial neural networks, etc.) and their real-world advantages and limitations.
  • Ensure the Government is updated on completed work by providing workload updates monthly.
  • Assess the effectiveness and accuracy of new data sources and data gathering techniques as applied to logistics analysis throughout the USINDOPACOM AOR and component-level logistics and sustainment. To be completed at least quarterly, it may be required more frequently on an ad hoc basis as new data sources and gathering techniques are created.
  • Coordinate with the COR/GTP to ensure that designated copies of deliverables are retained in the appropriate location.
  • Facilitate and monitor data collection, conduct analysis, develop reports, recommend actions and assessment to Strategic and Operational Logistics Planning in support of MARFORPAC G-4 Mobility Branch’s missions: Unit Deployment Program (UDP) transportation Program Manager (PM); Title X service component responsibilities; Air and Surface lift validator for Marine Forces in the Pacific.
  • Attend meetings when required and participate by answering questions and providing input to topics. Examples of meetings include the USINDOPACOM Joint Movement Working Group.
  • Provide program and technical support on and off-site, for force deployment planning and execution related to verifying accuracy of validated Special Assignment Airlift Mission (SAAM) requirements supporting all operational efforts validated by the MFP SMO and verifying accuracy of Time Phased Force Deployment Data (TPFDD) in support of requirements as it relates to Strategic Airlift and Sealift validated by the MFP SMO.
  • Manage the MARFORPAC G4 Conference Room with tasks to create, maintain, and justify reservation space as required; reserve room for Contractor and Government employees that ensure the room is scheduled with a computer and has access to NIPR/SIPR platform; ensure test connection to internal and external agencies are completed.
  • Ensure the G4 collaboration and knowledge management (KM) tools maintain functionality and are optimized to be more effective. Tasks includes all planning, management, maintenance request, operation of interfacing software platforms, and training.
  • Ensure weekly Strategic Mobility Branch documents and decisions are sufficiently supported by analysis.
  • Provide demonstrations and/or training of collaboration tools, such as SharePoint, to MARFORPAC G4 staff.
  • Support meetings (up to 2-3 per week) by producing analysis requested by the Government to support meeting topics (Deliverable: WRASI).
  • Produce meeting minutes for relevant information management, data collection, and monitoring, which is estimated at 2-3 per week (i.e., weekly internal meetings, meetings with the INDOPACOM Joint Movement Working Group, meetings with 8th Theater Sustainment Command (TSC) Army Watercraft Synchronization Board).
  • Schedule training for G4 training events; arrange all necessary meeting requirements; serve as a training SME for the Strategic Mobility Branch. Conduct tutorials on topics related to collaboration and user-interface systems, such as Microsoft (MS) TEAMS, SharePoint, GVS. (Deliverable: Ad Hoc Training Events).
  • Provide project support to IA events, specific to internal and external partners, such as drafting and facilitating large volumes of information (i.e., country invitations, country correspondence, and RSVPs cataloging). This is estimated at 3 times per month. The Government will provide an anticipated event schedule monthly for the Contractor to plan their efforts.
  • Liaise with external functional experts and planners during and following movements/ OAIs and seek and provide lessons learned to Strategic Mobility Branch leadership and any recommendations regarding best information-management using standard after-action reports.
  • Respond to data calls and provide requested information regarding external and internal assessments (estimated at once per year). Additionally, when the G4 is directed to conduct an assessment, the Contractor shall assist in assessments and reviews with higher, adjacent, and subordinate commands. This task is estimated to support one line of effort per year.
  • Ensure the Government is informed about new developments that the Contractor observes while on official travel for selected travel events by the COR/GTP.
  • Assist in identification of training gaps or needs and propose development of training products that improve the workforce ability to perform tasks where training needs are identified (include only in the June 30 and December 31 reports).
  • Conduct a review of existing external and internal policies and decision documents annually or when significant changes in policy occur related to information management that the G4 Division must adhere to and identify any instances of organizational non-compliance or obvious errors in policies and recommend corrective actions to the COR or their designee. For example, the Inspector General Marine Corps Functional Areas Inspection checklists for Security Cooperation Programs.
  • Recommend MARFORPAC procedures and requirements to integrate logistics-related capabilities to improve mission effectiveness.
  • Develop a proposed structure to information management (information in IT systems) that ensures files are arranged in a clear and consistent manner and provide recommended updates in future Quarterly Reports. Assist with the implementation of the plan upon approval.
  • Conduct a quality review to ensure consistency and uniformity in data entries in all data systems A2I, SSDM, ETRR, ICODES, TPFDD, G4 shared drive and SharePoint sites and submit findings and recommend actions to address incorrect data entries.
  • Identify G4 status, reporting gaps, and trends within all required data and information management systems as well as identify opportunities for efficiencies, better workflow process, and areas for improvements. Contractor shall assist in drafting reporting standards or report modules that align to the organization’s requirements and contribute to the branch / division objectives.
  • Ensure the USINDOPACOM and MARFORPAC Theatre Campaign Plans are updated by recommending changes via memorandum to reflect leadership orders, decisions, and directives on U.S. foreign policy (include only in June 30 and December 31 report).
  • Review the command chronology and ensure sufficient supporting artifacts are incorporated. Recommend a Standard Operating Procedure (SOP) and updates to it that ensure the command chronology is accurate within 48 hours of updates.
  • Considering the following systems, DAI, A2I, ICODES, SSDM, ETRR, and DCBS (System details will be provided to the Contractor during on-boarding), recommend how to better standardize and synchronize MARFORPAC logistic efforts across the staff and across echelons of command (On-boarding plus 90 days will be provided to the Contractor to learn new systems and refamiliarize with current systems.
  • Identify and track operational logistics requirements within the OAI milestones 6 months in advance for the G4 and then ensure OAIs are documented (i.e., entries are entered timely, and information is correct) by the cognizant OAI stakeholders in the authoritative DoD OAI Systems of record. As needed, assist OAI stakeholders by completing all necessary coordination to obtain the technical support for DoD OAI Systems.
  • Ensure Government data relevant to the G4 is continuously validated (i.e., the data is correct) and recommend and execute corrective actions, as necessary.
  • Monitor the Logistics Systems (SSDM, IBS, ICODES and A2I and ensure data input is aligned with data in the Joint Operation Planning and Execution system (JOPES).
  • Ensure MARFORPAC G4 data libraries across all data systems (Budget Data Sheet, Air / Surface Tracker, MPF Tracker, Distribution and Sustainment Tracker, and G4 shared drive and SharePoint sites) are organized to ensure the metadata is properly tagged to allow users to retrieve required information when they conduct a search.
  • Complete a preliminary assessment within 6 months of Task Order award and recommend a plan and execute the plan as approved by the Government.
  • Monitor and analyze trends in OAIs regarding operational logistics in the INDOPACOM area of responsibility (AoR) using criteria provided by the Strategic Mobility Branch leadership (criteria will be provided quarterly).
  • Provide guidance (e.g., document information gaps, develop mitigation measures, provide an informational briefing) to military mission planning to improve effectiveness of the planning operations.
  • Draft the MARFORPAC deployment and distribution data and information management procedures.
  • Assist in the resource planning for G4 Division.
  • Attend meetings when invited and participate by answering questions and providing input to topics. Regularly scheduled meetings occur weekly and there are quarterly meetings.
  • Conduct analysis on planning, execution orders, plans and policy for MARFORPAC and associated documents, briefs, or reports for the INDOPACOM AoR.
  • Conduct briefings, provide written or oral reports/presentation and updates for staff and decision makers relevant to budget cycles.
  • Conduct MARFORPAC deployment and distribution data calls in support of annual INDOPACOM, PACFLT, Military Sealift Command, and HQMC data calls and weekly coordination IOT facilitate various program authorities and funding.
  • Provide execution / status reports identifying trends, gaps etc., with frequency to be approved by G4 Strategic Mobility Branch Head to enable forecasting and projection of funds and requirements across stakeholders but not limited to: INDOPACOM, PACFLT, Military Sealift Command, HQMC, MEFs, and MSCs.
  • Provide recommendations as part of deployment and distribution plans review and brief leadership on recommended changes and best practices.
