Under the general direction of the Chief Counsel, the Attorney III works directly with the Middle-Mile Broadband Initiative (MMBI) team to advise, assist, and support CDT in implementing the State's business development and partnership strategy for the Middle-Mile Broadband Network (MMBN). The Attorney III acts as a specialist in transactions and commercial law, broadband and telecommunications law, public contracting law, project management, and State and federal government procurement, including transactions involving public-private partnerships. This position is expected to perform duties independently with broad discretion and apply novel theories and rapidly evolving areas of the law to provide complex legal services that support the work of the MMBI team. The Attorney III works with all levels of State and local government and outside counsel with a high level of experience and specialization.
This position is designated under the Conflict of Interest Code. The position is responsible for making, or participating in the making of, governmental decisions that may potentially have a material effect on personal financial interests. The appointee is required to complete Form 700 within 30 days of appointment. Failure to comply with the Conflict of Interest Code requirements may void the appointment.

Working Conditions

  • Must be able to work under pressure within tight timeframes.
  • Some work may be done remotely and location flexible.
  • Must be willing to travel to various locations within the State as needed.
  • May be required to work outside of normal business hours. May be asked to work after hours and weekends on occasions.
  • Will be required to carry a State-approved mobile computing device (e.g., cell phone, laptop).

  • Experience analyzing administrative policies, organization, procedures, and practices to support common goals.
  • Ability to analyze problems and apply legal principles and precedents to a particular set of facts to support common goals.
  • Ability to analyze complex business situations and recommend effective courses of action which meet the legal and business needs of all stakeholders.
  • Ability to work collaboratively and maintain respect with stakeholders and colleagues.
  • Ability to speak confidently in front of stakeholders and community partners.

  • Excellent writing, verbal, negotiation, and organizational skills.
