The incumbent functions in technical and advanced technical capacities in Phlebotomy and Specimen Processing for the Clinical Laboratory. This position is located at the VA Providence Healthcare System in Providence, RI.Qualifications: To qualify for this position at the GS-6 level, you must meet one of the following:
EXPERIENCE: You must have at least one (1) full year of specialized experience, equivalent to at least the GS-5 grade level, that equipped you with the particular knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the work of the Medical Technician - Phlebotomy position. Specialized experience is: (a) Technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or (b) technical support work in a closely related field, e.g., biological laboratory technician work, that required application of the methods and techniques for the position to be filled. At this level, specialized experience should include experience performing a variety of relatively standardized tests, examinations, and determinations. The procedures and techniques are well-established but involve many meticulous sequential steps to complete a test; and following written procedures which give carefully detailed instructions on each step of the assigned test and examinations. Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week.

EDUCATION: Successfully completed at least one-half year of graduate level education (9 semester hours above a Bachelor's degree) or an internship in course matter that must include courses directly related to the work of the Medical Technician - Phlebotomy position such as chemistry, biological sciences, hematology, microbiology, serology, etc. This education must have been obtained in an accredited college or university. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation.

COMBINATION: Equivalent combinations of successfully completed graduate level education and specialized experience, as described above, which meet the total experience requirements for this grade level. The education portion must include graduate courses directly related to the work of the Medical Technician - Phlebotomy position such as chemistry, biological sciences, hematology, microbiology, serology, etc. and must have been obtained in an accredited college or university. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation.
This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The physical demands are primarily standing and walking, but also some bending, lifting, and carrying of light items. The work requires above average agility and dexterity.
Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
