Job Summary:

The Medical Records Clerk supports all agency functions related to incoming and outgoing clinical records. This position preserves the security of Protected Health Information (PHI) and understands the agency’s responsibility to protect it. This requires a comprehensive understanding of the Health Insurance Portability and Accountability Act (HIPAA) and 42 CFR Part 2 as they relate to the disclosure of PHI with and without client consent.

Key Responsibilities:

  • Maintains a working knowledge of the following guiding rules and regulations (seeks guidance from Manager, Compliance Administrator, Security Officer and/or Privacy Officer as needed):
  • Agency policies and procedures related to records management.
  • Applicable WACs, RCWs, TJC, and contract requirements as referenced in agency policy.
  • The client Notice of Privacy Practices.
  • HIPAA Privacy Rule, Security Rule, Administrative Rule, and Omnibus Final Rule.
  • 42 CFR Part 2.
  • Reviews subpoenas to ensure legal guidelines are met.
  • Responds to subpoenas and other requests for records in accordance with state-mandated timelines.
  • Prepares records in accordance with established data sets as applicable.
  • Prepares invoices and receives payment in accordance with agency policy.
  • Routes records for internal review when records are being prepared for the client.
  • Mails records or distributes for pick-up as appropriate.
  • Documents response to request for records in the client’s chart.

Minimum Qualifications:

  • HS diploma and two years related experience.
  • Educational skills include fundamental skills such as discriminative thinking and analytical reasoning.

Experience:

  • Previous experience in Mental Health and/or non-profit setting with Medical Records or data entry.
  • 10-key data entry experience.
  • Typing experience at least 50 WPM.
  • Proficient in Microsoft Word and Excel

Other:

  • Pass required background checks.
  • Ability to work independently.

For a Medical Records Clerk, the schedule is dynamic, and provides opportunities for those who thrive in an ever-evolving environment. This position navigates and documents in the Electronic Health Record and tracks complex multi-stage processes to ensure accuracy and efficiency under strict deadlines, requiring excellent attention to detail. Discussion of schedules is encouraged during the interview process from both candidate and hiring manager.
