Description
Federal Contract Requirements: Provide proof of COVID-19 Vaccination. Must be a U.S. Citizen or a Lawful Permanent Resident. Must be at least 21 years old.
The Medical Operations Manager will develop and execute program plans that align with the mission and vision of Pecos Children's Center (PCC). The Manager will provide oversight to all medical contractors and ensure that medical activities follow the appropriate policies, procedures, and standards relating to Unaccompanied Children (UC). Manager is responsible for aiding in overall oversight of operations for health care delivery systems during steady-state. This position will not be providing direct medical care to children.
Position Requirements
ESSENTIAL JOB RESPONSIBILITIES:
  • Provide day-to-day oversight of contracted healthcare services to ensure compliance with all applicable laws, regulations, policies, and procedures (e.g. the Office of Refugee Resettlement).
  • Ensure appropriate policies, procedures, and standards are met overall medical relating to unaccompanied minors. This includes, but is not limited to, intake screening and assessment, ongoing medical care for the duration of PCC stay, oversight of medical diagnostics and interventions, ancillary medical services, transfers for additional healthcare resources, continuity of care and final disposition.
  • Assist in the oversight, development, and implementation of healthcare systems, operations, policies, and procedures.
  • Plan, direct, and manage the various areas of the PCC medical ecosystem. E.g.) contractor management over UC care, ancillary services (laboratory, pharmacy, and radiology), dental, medical records, and all wrap-around services required for operation.
  • Ensure the integrity and fidelity of all UC health data into both UC Portal and Visionlink in real-time (meeting government requirements).
  • Provide oversight of QI/QA program, credentialing and privileging, inspection/survey reports (after action follow-up), member of Medical Governing Board, and adherence to regulatory bodies (CLIA, DOH inspectors, OSHA, ORR, etc.).
  • Provide high-level collaboration with internal and external stakeholders.
  • Identifies and addresses problems involving medical staff regarding the care of UC and logistical issues relating to health care.
  • Plan and develop communications strategies, programs, work plans, policies, and processes commensurate with Endeavor's vision to strengthen PCC's reputation.
  • Establish and implement short- and long-range healthcare development goals, objectives, strategic plans, policies, and operating procedures; monitor and evaluate programmatic and operational effectiveness, efficiency, safety, and effect changes required for improvement.
  • Conduct ongoing formal risk assessments of Medical Operations and anticipate staff needs.
  • Analyze data, interpret policies, procedures, and regulations. Develop appropriate responses, conclusions, and reports.
  • Ensure effective oversight of health administrative functions related to medical records, referrals, and billing.
  • Aid in establishment of team, department, and organizational strategies, policies, practices, and processes that foster an inclusive work environment, build cultural awareness and maximize a diverse workforce's benefits.
  • Collaborate with contracted CMO(s) daily/regularly to ensure expectations of care and delivery are being met.

ESSENTIAL QUALIFICATIONS:
EDUCATION: Degree in a relevant field (i.e. Nursing, Healthcare Administration)
EXPERIENCE: At least 5 years of management experience. Experience leading and managing complex health-related prorgams.
ADDITIONAL REQUIREMENTS:
  • Communication skills:Medical Operations Manager must be able to document and present their research and related information. A great Administrator has excellent communication and organizational skills, is well versed in departmental procedures and policies, and can discover ways to do the job more efficiently.
  • Computer skills: Medical Operations Manager needs to have excellent computer skills. Proficiency in all Microsoft Office, Prezi and SharePoint preferred.
  • Interpersonal skills:Medical Operations Manager spend a lot of time working with PCC Departments, directors and other professionals and must be able to develop good relationships. They must make everyone feel comfortable yet know what and when to share.
  • Organizational skills:Medical Operations Managerwill have multiple PCC related projects consistently. They must adapt quickly to changing deadlines and thus be flexible.

ATTENDANCE: Must maintain regular and acceptable attendance at such level as is determined at the employer's sole discretion. Works business hours but position requires support before and after workday and weekends as assigned.
LICENSES: Driver's License with clear record.
VEHICLE: Must have daily use of a vehicle without prior notice.
OTHER: Must be available and willing to travel to Pecos Children's Center and various locations and with such frequency as the business need dictates.
THE DEPARTMENT HEAD MUST APPROVE EXCEPTIONS TO THESE CRITERIA.
Location: Pecos Children's Center. Dependent upon projects deliverables and priority.
Must not pose a direct threat or significant risk of substantial harm to the safety or health of himself/herself or others. Must be able to obtain and maintain a Federal Background Clearance.
EXCEPTIONS TO THESE CRITERIA MUST BE APPROVED BY THE DEPARTMENT HEAD.
