Additional Requirements and Day-to-Day Tasks of Position:
This position will work within the Center for Health Data Innovation. The Center oversees the Statewide Health Information Network for New York (SHIN-NY); The All-Payer Database (APD); the Statewide Planning and Research Cooperative System (SPARCS) and other data systems. The program manages numerous contracts with several organizations to support this work. The candidate will develop and manage contracts that are funded by both Federal and State funds. They will develop and update cost allocation plans to support administrative costs, indirect costs, and personal service costs. The candidate will use proper accounting of costs and consistency with the various cost allocation plans and general accounting issues. The candidate will work closely with program staff to assist with the planning, management and coordination related to contract development and management.
The successful candidate will perform a variety of activities including:
-Prepare and manage multiple contracts with vendors including:
-Miscellaneous Service Contracts, Grant Contracts other contract awards
-Ensure vendors adhere to all contracting requirements including but not limited to Vendor --Responsibility, Minority and Women Owned Business status, Workers Compensation, Disability Insurance, etc.
-Monitor and track financial and voucher information by contractor project plans, status of deliverables, and funding sources.
-Monitor, track, and report fiscal information on vendors for State and Federal reporting requirements.
-Prepare a wide range of fiscal and programmatic reports and documents.
-Other activities as may be deemed necessary.
Desired Characteristics:
Ability to work independently with excellent organizational, written, and oral communication skills.
Effective time management skills to meet program timelines.
Experience managing multiple ongoing contracts with various start dates, end dates, and deliverables.
Familiarity with NYS contracting laws, the NYS contracting process, and the OSC Guide to Financial Operations (GFO) are all essential.
The ability to interpret and report on audited financial statements, including the statement of financial position, the statement of activities, and cash flow statement.
The ability to summarize and present complex financial data to internal and external executive staff and senior level financial staff.
Proficient in the use of standard office technology and Microsoft applications including Word, SharePoint, and PowerPoint. Advanced Excel abilities ideal.
