Job description

The Systems Integrity Manager is responsible for the reliability of Petro Star family of company's fixed equipment assets at facilities including refineries in North Pole and Valdez, terminals in Dutch Harbor, Kodiak, Valdez, Fairbanks, and Anchorage as well as the Sourdough Fuel gas stations and heating oil distribution facilities located in Fairbanks. The Mechanical integrity Manager reports to the Director of Compliance and ensures that assets are installed, inspected, and repaired in accordance with applicable regulatory requirements and best practices. This position requires subject matter expertise, administrative planning, and coordination of and occasionally, participating in onsite work. This position works out of the company's Anchorage offices but requires frequent travel (at least 25% of the time) to worksites. 

ESSENTIAL DUTIES AND RESPONSIBILITIES (and other duties as assigned)

1.       Ensure that inspections of piping, pressure vessels, and tanks are completed as scheduled in accordance with applicable Code, jurisdictional and/or company requirements; investigate problems; report findings; and prepare recommendations for safe continued service. 

2.       Collaborate with leadership and other departments to determine appropriate contracting strategy for resources and ensure that assigned resources understand project scope, objectives, responsibilities, and company requirements.

3.       Collaborate with leadership, operations, environmental, and other departments to develop a schedule for performing inspection work, to ensure regulatory requirements are met, to communicate requirements and risk associated with the work, and to facilitate meetings with contractors and stakeholders.  This will include preparing inspection plans and actively participating in strategy/planning meetings on inspections and turnarounds.

4.       Actively participate in the Petro Star management of change (MOC) program, maintain the (PCMS) database, and update equipment files and line lists.

5.       Manage the cathodic protection, underground storage tank, car seal and State pressure vessel inspection programs and make recommendations for safe continued service.

6.       Support projects requiring new construction and/or significant upgrades/modifications are designed, constructed, and executed to adhere to regulatory regulations, industry standards, and company requirements.

7.       Provide in-field support for inspections and training as needed.

8.       Supervise and develop personnel, facilitate cross-training, and promote a strong team environment.  In addition, identify and develop plans to improve the Mechanical Integrity Program to maintain consistent assessment practices and to provide comprehensive reporting to leadership.

9.       Prepare annual budget and schedule for training, inspections, certification renewals, repairs/replacements and turnaround activities to proactively coordinate such activities with other departments in a way to maximize efficiency and compliance efforts.

EDUCATION, EXPERIENCE, and PERSONAL SKILLS

1.          Minimum 8+ years inspection experience in the oil & gas industry, preferably experience working in refinery and/or chemical plant for an owner/operator of the refinery or plant.

2.          Current API 510/570/653 certifications or the ability to obtain them within a year of hire.

3.          Working knowledge of applicable regulatory Codes, Standards and Regulations and industry best practices.

4.          Working knowledge of NDE techniques, i.e. radiography, ultrasonic, dye penetrant, magnetic particle, and sensitive leak testing.

5.          Working knowledge of engineering designs, P&ID, line drawings, etc.  Preferred experience in 2D and 3D CAD designs.

6.          Strong computer and organizational skills, including proficiency with Microsoft Office products, PCMS and other similar programs/products or the ability to immediately become proficient.

7.          Desired candidates will have strong communication and interpersonal skills, proficient technical writing, and excellent time management and multi-tasking ability. 

8.          Goal oriented and able to work both independently and as part of a team.

9.          Current driver's license and ability to maintain the same throughout employment without restrictions.

10.      High School diploma or equivalent.

LANGUAGE SKILLS

Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of employees or customers.

MATHEMATICAL SKILLS

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

REASONING ABILITY

Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.  Ability to deal with problems involving several concrete variables in standardized situations.

The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 65 pounds.  Specific vision abilities required by this job includes: effective peripheral vision and depth perception and the ability to adjust focus.

WORK ENVIRONMENT

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job in an office, refinery, and outdoor environment. 

The work environment is inside/outside duties exposed to extreme weather conditions.  The noise level in the outside work environment is usually high while performing the duties of this job; the employee will be exposed to changing weather conditions and may be required to travel for overnight and/or multi-day trips in small and large commercial aircraft or by vehicle for long distances.
