This is a developmental position with known promotion potential to the target position of Mechanical Engineer, GS-0830-12. Incumbent works closely with the supervisor in performing duties identified in the full performance standard core personnel document/core document.
Qualifications: In order to qualify, you must meet the education and/or experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions and the Individual Occupational Requirements (IOR) for the GS-0800 Engineering Series.

BASIC REQUIREMENT-PROFESSIONAL AND SCIENTIC POSITIONS
In addition to meeting the basic entry qualification requirements, applicants must have specialized experience and/or directly related education in the amounts shown below. NOTE: You must submit a copy of transcripts with your application.
SPECIALIZED EXPERIENCE GS-0830-07
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge of MECHANICAL ENGINEERing concepts and principles as well as the ability to apply standard MECHANICAL ENGINEERing practices, methods, and techniques to perform, following specific instructions, relatively routine projects or on a portion of a larger and more complex project.

EDUCATION: 1 year of graduate-level education or superior academic achievement.
OR
COMBINATION OF EXPERIENCE AND EDUCATION.
SPECIALIZED EXPERIENCE GS-0830-09: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes Professional knowledges of MECHANICAL ENGINEERing concepts, principles, and practices and familiarity with other engineering disciplines and architecture to perform routine projects with complete responsibility, or portions of large and complex projects.
OR
EDUCATION: 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree.
OR
COMBINATION OF EXPERIENCE AND EDUCATION.
SPECIALIZED EXPERIENCE GS-0830-11: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes professional knowledges and abilities applicable to a wide range of general engineering duties; ability to modify standard practices and adapt equipment or techniques to solve a variety of problems; ability to adapt precedents or make significant departures from previous approaches to similar projects in order to provide for the specialized requirements of some projects; and ability to apply the standard practices of related engineering disciplines and architecture as they relate to engineering design.

EDUCATION: 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

COMBINATION OF EXPERIENCE AND EDUCATION.
SPECIALIZED EXPERIENCE GS-0830-12: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes Professional knowledge of MECHANICAL ENGINEERing concepts, principles, and practices applicable to a broad range of engineering, construction management, life cycle management, etc. and related assignments. Knowledge of design and construction practices and techniques in establishing design parameters and preparing project justifications and specifications. Knowledge of drafting techniques and conventions and drafting skills sufficient to convey design concepts and ideas and formulate working drawings.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required for the GS-07 level; one year at the GS-07 level is required for the GS-09 level; one year at the GS-09 level is required for the GS-11; one year at the GS-11 level is required for the GS-12. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
3. Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions; and knowledge of program planning and budgeting cycles, financial control and budget systems and management.
5. Ability to plan, conduct and record site/facilities surveys and inspection; to analyze, interpret, and apply results, rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions.
6. Ability to plan and organize work and coordinate with other engineering disciplines and architects; and communicate effectively both orally and in writing and maintain good working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
