This position is the Technical Lead for the Master Program Index (MPI) asset, which is an enterprise-wide set of services as part of the Health and Human Services Enterprise Coalition. This individual will lead HHS Coalition agencies to manage cloud-based technologies and coordinate work across agency technicians utilizing a wide range of tools, deployment protocols, and governances. The ideal candidate will have a track record of developing strong working relationships across teams to complement their technical skills, particularly with cloud-based technology.
About the division:
The Washington Health and Human Services Enterprise Coalition (HHS Coalition) is a multi-organization collaborative that provides strategic direction and federal funding guidance for information technology projects that have cross-organizational or enterprise impact.
Within the HHS Coalition, there are a subset of assets that are HHS enterprise wide. The Master Person Index (MPI) is an enterprise-wide set of services, supporting the development of unique identification across HHS programs and systems. The MPI is essential to optimize individuals' access to services throughout their continuum of care and for effective program planning, program development, program delivery, program integrity, analysis, and the ability to capture an individual's entire continuum of care. Additionally, the MPI will play a central role in another HHS enterprise wide project, the State's forthcoming integrated eligibility and enrollment approach.
HCA has been designated as the lead of the HHS Coalition MPI asset. This senior level technology management position resides within the Division of Enterprise Technology Services (ETS) at HCA. This position reports directly to the HHS Coalition MPI Program Manager.
About the position:
The MPI Technical Lead serves as the HHS Coalition solution architect and the senior developer for the MPI and its development, support, enhancements, and connections to a wide range of HHS Coalition systems deploying both legacy and new technologies. The position is accountable for:
  • Leading and providing highly-skilled technical expertise and application development programming leadership for all MPI related technologies and capabilities, including cross agency HHS Coalition applications to support the MPI Roadmap and HHS Coalition priorities.
  • Directing a team of highly technical application programmers for designing, developing, implementing, and maintaining custom application assets and solutions, focusing on production deployment of systems.
This position is eligible to telework and is typically not required to report on-site. The default assigned work location of all Health Care Authority (HCA) positions - both on-site and telework eligible positions - is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.
Duties
Some of what you will do:
  • Manage, develop, and enhance MPI assets as directed by the Coalition and MPI governance groups.
  • Supervise, lead, coach, plan, and coordinate the activities of two MPI technical resources and contracted technical resources.
  • Provide Technical Leadership regarding Enterprise MPI application development and support which includes planning, assigning, and overseeing resources and workload activities of technical programmer staff in the design, development and systems analysis functions required to create new or enhance existing MPI capabilities and assist in connecting HHS Coalition systems to the MPI services.
  • Serves as solutions architect to provide Technical Leadership to programmer staff on the architectural design of multi-user database management application systems, application programming interfaces, and reporting systems, including consulting and guidance on new data models/stores. Provide guidance on integration of current and emerging technologies.
  • Provide expert professional level technical expertise in the area of application development, application support and enhancement, systems development, and database architecture to provide direct application development and solution support for the HHS Coalition MPI service assets.
  • Perform technical solution architecture functions to plan, analyze, develop, test, and implement databases (Postgres, DynamoDB, MS SQL Server RDBMS, SQL Integration Services, and/or, SQL Reporting Services) and codebase (including .NET, C#, MVC, ASPX Web Forms, Web API, jQuery, JavaScript, HTML, CSS, LINQ, Transact-SQL) for strategic IT business initiatives.
  • Provide expertise and consultation around a wide range of Amazon Web Services (AWS) technologies and SaaS solutions which include but not limited to; Mulesoft, Amazon API Gateway, Lambda, Edifecs, SFTP, and other cloud-based technologies.
  • Work with complete discretion to independently, and in a collaborative team, provide expert consultative services for IT management, HHS Coalition internal and external business partners, and other professional technical staff regarding technology services.
  • Act as project or Technical Lead for complex agency IT application solutions projects.

Qualifications
Required qualifications:
Candidates will qualify if they meet all of the following criteria:
  • Bachelor's degree in computer science or related field.
    • Note: An equivalent combination of IT related training and experience may substitute year for year for education.
  • Eight (8) years of increasingly more complex information technology experience such as consulting, analyzing, designing, and/or programming computer software applications, or administering or supervising staff who performed work in these information technology disciplines.
  • Three (3) years of consultative, administrative, or supervisory experience working in an environment with diverse stakeholders / governances relating to changing / transforming shared business or technology processes, or facilitating problem resolution.
  • Five (5) years of experience with applications development with Microsoft Visual Studio, C# and .NET and/or cloud technologies.
  • One (1) year of experience addressing application development security protocols and standards.
  • Two (2) years of experience with Software Development Lifecycle Management (SDLC).
  • One (1) year of experience being directly involved with Agile / Scrum methodology practices.
Note: Experience listed above may all be gain concurrently.
Required competencies:
  • Knowledge of cloud-based development tools and methods.
  • Knowledge of Agile and other current development methodologies and associated tools.
  • Working-level knowledge of business and management principles involved in planning, resource allocation, leadership techniques, production methods and coordination of people and resources.
  • Proficient with the software development life cycle (SDLC), developing and documenting user requirements, project charters, testing strategies and user test scripts.
  • Excellent verbal and written communications skills.

Preferred qualifications:
  • Experience designing, developing, testing, implementing, and managing large scale development and integration projects.
  • Experience with PostgreSQL technologies and pertinent Amazon Web Services/technologies.
