HORNE is pleased to announce a new opening for a proposal and business development position. 

The primary purpose of this position is to assist the Government Services group in HORNE with finding proposals/bids and aiding in ongoing business development efforts. This individual will need to have the ability to work in a fast-paced environment, performing tasks quickly and with a high level of attention to detail. Our work culture in the Business Development group is very team oriented and the selected candidate will benefit from supportive co-workers who work cooperatively together to accomplish goals. 

The ideal candidate for this position would have the following minimum qualifications

  • B.S. or B.A. in Business Administration, Logistics, Supply Management, Political Science, Communication Studies, Data Science, Information Systems and Decision Sciences, English or related field. 
  • Minimum 1 year of experience performing Market Research or data analytics. 
  • High degree of proficiency at Microsoft Word, PowerPoint and Excel with the ability to insert complex graphics and create formatted documents quickly. 
  • Ability to understand and organize large volumes of information. 
  • Excellent analytical, written and oral communication skills. 
  • Ability to work well in a group environment organizing information and researching information to meet deliverables. 
  • Ability to think creatively offering ideas on how to present information and showcase it in a visually appealing way.  
  • Ability to perform technical editing for grammar and readability of documents.  
  • Ability to manage and comprehend complex document requirements, showcasing attention to detail. 
  • Ability to understand technical language and communicate information in plain language. 
  • Ability to manage multiple projects at one time. 
  • Ability to perform repetitive tasks without compromising initiatives.  
  • Willingness and ability to be flexible with working hours by potentially working nights, weekends and holidays on occasion to meet proposal deadlines. 

Other preferred skills include: 

  • Ability to work in technical/reporting websites like SmartSheet. 
  • Familiarity with government-published websites and information. 
  • Familiarity and interest in current national events. 
  • Ability to create and edit documents in Adobe InDesign. 
  • Ability to foster relationships and work collaboratively with a variety of professionals in a teamwork manner. 
  • Understanding of procurement and the proposal process. 
  • Ability to read, write and communicate in Spanish. 

Job responsibilities include the following but are not limited to the list below. Other duties and tasks could be assigned by management. 

Research market opportunities, client requirements and other information for pre-positioning or proposal response needs. This information could include reviewing websites for anticipated RFP postings, following up on published addendums and other Market Research as needed. 

Organize and manage critical data including keeping a central folder to house all business development and proposal documents. Institute and champion a file protocol process for everyone in Government Services to easily identify the appropriate materials. Gather and organize all documents utilizing a file protocol system that is widely understood by everyone working on a pursuit.  

Coordinating with others in a collaborative fashion to accomplish procurement tasks including working with internal groups such as technical, legal, marketing, and others to gather the needed information for a pursuit.  

The primary job responsibilities are noted above, but other duties may be assigned by management as required. This position requires adherence to deadlines which on occasion will require work to be completed outside of normal business hours. On occasion, this position will require limited travel for training, proposal meetings and other business purposes.
