Job description

This position is located in the Planning and Preparedness Division (LANT-5), Prevention Branch (LANT-54) Vessel Activities and Investigations Section (LANT-541) and is located in Portsmouth, VA.

Qualifications:

To Qualify as GS-12: Applicant must have one year of specialized experience equivalent to the GS-11 grade level in the federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. 

Examples of specialized experience include independently conducting marine investigations, to include field work such as the subpoena of witnesses, charging of individuals, and interviewing witnesses; testifying as an expert witness in courtrooms regarding marine investigations; determining compliance with laws, regulations, and applicable standards, verifying the existence of proper vessel documentation and the certification and safe and proper operating order of systems (navigation, communication, alarm, lifesaving, firefighting, and pollution prevention systems) and machinery, and the soundness and acceptable parameters of vessel structures and hulls; providing technical expertise and training to junior investigators; providing input to program planning; and writing analytical and investigative reports.

Marine Casualty and Maritime Enforcement Qualification competency codes and the Officer Specialty Code for Ops Ashore Prevention required. 

Must be able to obtain and maintain an Official Passport and be willing and able to travel domestically or internationally aboard commercial vehicles, vessels, and/or aircraft. 

Preferred candidates will posses the following: Must be able to obtain an Official Passport. Must be able to travel domestically and internationally aboard commercial vehicles, vessels, and/or aircraft. Must have two of the four listed USCG qualifications: Marine Casualty Investigator, Casualty Investigator, Maritime Enforcement Investigator, and Violation Investigator.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
