Job description

Port Corpus Christi Authority (PCCA) is currently seeking a vibrant qualified individual to provide managerial functions & leadership in assuring the operational readiness of police & fire response vessels, coxswains, and crews. Under the general supervision of the Manager of Marine Assets, this position is responsible for the training, readiness and operation of marine assets. This position will provide boat crew training and competency validation, act as a shipyard contract liaison, ensure qualified vessel/event staffing and scheduling, and assist in writing policy to support the safe operation of all marine assts assigned.ESSENTIAL FUNCTIONSMaintains own proficiencies on all vessels including their propulsion systems, auxiliary systems, pump systems, and fire water/foam monitor systemsEnsures boat crews and equipment meet or exceed any/all applicable federal, state, or local laws, regulations, or applicable standardsEnsures NASBLA Boat Program standards are met and maintainedEnsures effective and professional liaisons with all federal, state, local, and industry partnersDevelop and assigns vessel maintenance tasks for the crews of those marine assets, and coordinate these tasks with the Sr. Marine Asset Mechanic and Refinery Terminal Fire Company (RTFC) shift supervisorOperates propulsion, electrical, firefighting and auxiliary systems on the applicable vesselsInstruct/teach RTFC firefighters on how to correctly operate onboard fire suppression systems to include foam/PKP – dry chemical systemsCoordinate shipyard maintenance and schedule repairs with external contractorsAssists Sr. Marine Assets Mechanic in preparation of annual budget and planning for all port security vesselsPerform other marine asset duties as requiredMaintains a daily reporting system which keeps chain of command abreast of all matters of importance concerning the operational readiness and preparedness of marine firefighting equipment and assetsAssists in development of investment justifications for security grants related to marine firefighting and law enforcement assetsPlans, anticipates and reports needs and changes to meet anticipated conditionsAdheres to PCCA policy and department procedures/standing ordersMaintains good employee relations and teamworkDrives vehicles as necessary to complete assigned tasks, and works required hours/shifts necessary to fulfill mission objectivesPosition requires being available for recall to duty at any time in the event of a critical incidentCPR certified or the ability to become CPR certified within the first year of employmentTier 2 status designationCANDIDATE PROFILEThe preferred candidate for this position should be a detail-oriented, results-oriented, organized, and self-disciplined individual with a demonstrated track record in managing and leading a team of marine operators and crews, with a background in damage control, propulsion systems, navigation rules, marlinspike seamanship, and principles/practices in marine firefighting and search & rescue. They must possess the following:EDUCATION & CREDENTIALSHigh school diploma or equivalentAssociates or bachelor’s degree in Homeland Security or related field preferredEligible to obtain a 100GT USCG Master’s LicenseAbility to obtain and maintain a Transportation Worker Identification Credential (TWIC) during course of employmentValid driver’s licenseEXPERIENCE & JOB KNOWLEDGEKnowledge and experience in operation of vessels on Corpus Christi Ship Channel/bay and Gulf of Mexico watersKnowledge and experience in NASBLA BOAT Program standards and application thereof to small boat operationsExperienced in operation of vessels in foul weather/bay conditions of 4-6’ chopKnowledge of and operation of foam pump systemsExperience in marine firefightingTraining and/or experience in shipboard damage control standards/practices preferredKnowledge in environmental requirements as applicable to marine pollution regulations, and precautions/considerations to be followed with regard to use of paint/adhesives in a marine environmentExperienced in compliance with or enforcement of federal, state, and/or local statutes & regulations/standards (CFR/NFPA) as they pertain to vessels, navigation, required equipment, and overall seamanshipExperienced in conducting audits, inspections, incident review, disciplinary reviewBackground that reflects high level of leadership, mentorship, and effective ability to teach others3+ years in position of responsibility at seaTechnical background in vessel maintenance strongly desiredPrevious experience in shipboard maintenance requiredAt least one-year experience in shipboard damage controlAt least two years Command Cadre underway experience on vessels greater than 60’Trained and experienced in Incident Command System/National Incident Management SystemEffective collaboration, partnership, and problem-solving skillsProven ability to implement programs or practices designed to enhance service/valueEffective verbal and written communication skills utilizing correct English including spelling, grammar and punctuationHands-on, self-motivator with an excellent work-ethic approach, with strong technical knowledge and skill in the marine industryTECHNICAL SKILLSAbility to read and comprehend technical manuals/instructions, to include reading schematic diagrams of marine mechanical and electrical systemsAbility to guide and train others in work procedures and techniques and provide for their ability to safely work in the vessel engine room Proficiency in MS Office, including Word and Excel, Outlook and other related applicationsESSENTIAL PHYSICAL JOB FUNCTIONSAbility to perform essential job functions, including but not limited to frequent standing, walking, sitting, speaking or hearing, typing and occasional reaching, stooping, kneeling, lifting and/or moving up to 50 pounds, exerts up to 100 pounds of force occasionally, up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly having to move objects with or without reasonable accommodationWorking on boats underway in the near-shore Gulf of Mexico, Corpus Christi Bay, and Intracoastal WaterwayWhile underway on a vessel, will be required to maintain balance, walk up/down on vessel stairs (ladders) inside and outside the vessel; must be able to wear a personal flotation device while underway; must know how to swim/remain afloat in the water; may be required to pass a fit-test to wear self-contained breathing apparatus (SCBA) systemMust be able to walk and stand on level and/or inclined, climb stairs, ramps, ladders and work stands.
