Description
SFI is seeking a Fishing Community Liaison to support NOAA Fisheries Southeast Regional Office (SERO) by developing and fostering partnerships with charter fishing communities in the Southeast region (NC to FL), and assisting with outreach support for reducing impacts of vessel strikes on endangered whales.
This position is fully remote; however local travel in the Southeast region of the US is required. Candidates should reside in the Southeast region or be willing to relocate. Intermittent attendance in the local office will also be required.
Responsibilities/Job Description:

  • Develop Engagement/Outreach Plan
    • Develop an engagement/outreach plan to support whale recovery with an emphasis on reducing impacts of vessel strikes on endangered whales (e.g., North Atlantic right whales) in the Southeast
    • Deliver the engagement/outreach plan to the NOAA PL within two (2) months of contract award and implement ongoing revisions as new information becomes available
  • Engagement and Outreach Measures of Effectiveness (MOEs)
    • Report metrics measuring effectiveness of the engagement/outreach efforts on a recurring, monthly basis to the NMFS PL
    • Develop and deliver a final summary deliverable reporting measures of effectiveness due 12 months after award to the NMFS PL
    • Develop the format for reporting identified MOEs that may include number of products, number of hits on a website, number of stakeholders attending event, other relevant measures of effectiveness as determined by the NMFS Project Lead, NMFS staff, and the contractor
  • Implement the stakeholder engagement and outreach plan based on input from NOAA, partners, and other stakeholders
  • Engagement and Outreach Events to support recovery of endangered whales with an emphasis on vessel strikes
    • Develop and conduct presentations virtually and in person, proactively seeking opportunities for presenting
    • Develop, produce, and distribute products/materials electronically or in other media
    • Actively participate in trade shows, meetings, workshops, conferences, dock/site visits, or any other event that reaches target audiences
    • Develop key messaging for target audiences
  • Develop and Facilitate Partnerships
    • Develop and facilitate partnerships to leverage engagement and outreach opportunities
    • Develop and foster partnerships to leverage broader outreach opportunities (e.g., State of Florida, NGOs) by providing messaging
    • Convene meetings as needed with partners for collaboration, messaging, methods, and metrics
    • Summarize key outcomes and tracking activities
    • Track metrics of partners

Requirements
Required Skills:
  • BS degree in Marine Biology, Marine Policy, related discipline, or equivalent.
  • 6+ years of experience working in the charter fishing industry on vessels between 35ft and 65ft.
  • Extensive knowledge and understanding of the Southeast maritime community with a focus on the charter fishing industry that operates vessels between 35ft and 65ft in size.
  • Familiarity with large endangered whales and laws governing them such as the Endangered Species Act and the Marine Mammal Protection Act.
  • Willingness to travel at least once per month where the duration of travel may range from one (1) to five (5) days).
  • Excellent communication, organizational skills, and initiative.
  • Proficiency in Microsoft Office.

Preferred Skills:
  • 100-TON Masters License.
  • Experience with how to develop, implement, and evaluate effective stakeholder engagement/outreach programs and/or products through program planning and evaluation.
  • Experience developing, publishing, and presenting informational materials.
  • Excellent writing and public speaking skills.

  • In order to meet the clearance requirements for this opportunity, candidates must be authorized to work in the US.

Other Information:
  • The salary for this position is $40,000 - $54,000 annually
