Manage and facilitate efficient, reliable, economic and environmentally sound logistics of inland barge movements as required within the CITGO Hydrocarbon Logistics system.  Negotiate, manage, direct and coordinate efforts establishing various strategies that position CITGO with marine barge equipment for intra-coastal and, river movements.  Develop interaction within the marine group with both internal/external customers and vendors.  Manage, monitor and report issues and developments within the barge industry.

Minimum Qualifications

Degree:

  • College Degree (Bachelors Level).

The minimun number of years of job related experience required by this job is:

  • 8 years marine- related experience with bachelor's degree in transportation or related field OR 12 years marine- related experience if no degree.

Job Duties

1.- Manage: Develop and maintain a comprehensive understanding of all business activities that impact the cost and effectiveness of the marine transportation service to the Corporation and the individual Business Units involved. Through the control of transportation, the company can reduce overall supply costs. (10%).

  • Formulate and implement strategies and logistical options that optimize the requirements of the various CITGO Business Units. Formulate strategies to ascertain the optimum time to enter the barge market to charter a vessel (10 %).
  • Monitor, evaluate, and analyze barge market activity as well as owner positions including their supporting economic factors affecting this market segment. Utilize studies of developing trends, both internal and external, to determine, recommend and act upon CITGO's overall strategic positions. Execute chartering initiatives based on accurate, cost efficient, environmentally sound data (10%).
  • Develop and instruct Vessel Operations Coordinators and other appropriate marine personnel in the handling of various commodity types, barge instructions, barge scheduling, performance monitoring, and special projects (5%).
  • Monitor and analyze the impact of ancillary cost factors, such as fuel pricing, in determining and implementing options and strategies for improved management (5%).
  • Manage and maintain vendor, plant/terminal and industry relationships. Manage usage of brokers and other outside entities to support the adequate supply of quality marine equipment and operators (10%).
  • Utilize market to market, time charter utilization factors, demurrage events and other pertinent information to implement improvement to the overall operational cost and to value added performance measures (5%).
  • Determine the positioning of long term agreements to meet fluid business demands. (5%).
  • Negotiate and finalize transportation contracts to satisfy all CITGO requirements. (5%).
  • Negotiate language in the transportation agreement inclusive of freight and contract terms, in conjunction with our legal team which ensures a reduction in cost and limits exposure to liability (5%).

2.- Support various supply groups with their current and future transportation needs. This will ensure that transportation being provided conforms to the strategic objectives of the supply function.

  • Collaborate with supply traders to determine supply programs and refinery unit runs from the schedulers of the products to ascertain frequency and parcel volumes to be transported, thus avoiding demurrage, dead freight cost, and ensuring proper timing of marine transportation (2%).
  • Furnish Traders and Upper Management with accurate estimates of freight costs and barge availability, enabling Traders and Management to include various freight costs in contract evaluations and economics (4%).
  • Evaluate the acceptability of third party vessels to call at company locations, and ascertain the acceptance for company chartered barges to call at other facilities.  Ensure that barge loading and delivering cargoes are safe and meet company requirements, directly reducing the potential for casualties and pollution risks (2%).

3.- Chartering: Negotiate and finalize marine transportation agreements to satisfy all CITGO inland barge requirements. Manage the reduction of overall transportation costs and ensure reliable service to the Corporation through the efficient control of marine transportation equipment.

  • Negotiate rates and language in all types of marine transportation agreements (spot, COA, CVC, time charter) including freight and operational terms that minimize rates and limit exposure to liability (10%).
  • Maintain a comprehensive knowledge of various commodity types, rules and regulations, as well as their corresponding equipment and operational differences to ensure proper cargo transfers. Incorporate this knowledge into various charter party agreements to ensure continuity of all agreements. Maintain contract and supporting information for compliance with corporate audit and purchasing procedures (4%).
  • Disseminate transportation details through electronic data to provide prompt sharing of information allowing other groups in the Corporation to best plan and execute their operations while maintaining financial and internal controls (4%).
  • Execute formal transportation contracts that eliminate misunderstandings, potential conflicts and legal actions (4%).
