Summary
About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at US Army Cyber Command, Fort Meade, MD.

Duties
  • As advisor to the Director of the Manpower and Readiness Division (J11) and to the Deputy J1/J1, makes substantive contributions to cyber related Contingency Plans (CONPLANs), Operational Plans (OPLANs) and supporting plans.
  • Develop cyberspace workforce plans, strategies and guidance to address changes to cyberspace policy, doctrine, materiel, and force structure requirements that contribute to operational planning.
  • Define requirements for and develops/documents detailed personnel requirements and related Concepts of Operations (CONOPs) to meet mission objectives.
  • Coordinates with organizational manpower stakeholders to ensure appropriate allocation and distribution of human capital assets.
  • Regularly perform analyses of data sources that provide accurate and current reports of workforce resource availability, utilization, and readiness.
  • Establish and collect metrics to monitor and validate cyber workforce readiness including analysis of cyber workforce data to assess effects on operational planning.
  • Assesses readiness of deployable teams' personnel and equipment through active participation in exercises and inspection processes.
  • Review/evaluate the Command's Strategic Plans to identify and recommend selection of capabilities, CONOPs, and organizations to be assessed in future validation exercises.
  • Provide expertise for the development of policy and guidance governing cyber workforce readiness issues.
  • Interpret developing personnel law and existing DoD, Joint Chiefs of Staff (JCS), and Service-level guidance.

Requirements
Conditions of Employment
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • The employee may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
  • Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft.
  • The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.
  • This position is a testing designated position (TDP) in accordance with (IAW) Drug Free Federal Workplace Program.
  • The incumbent is required to sign a DA Form 5019 (Condition of Employment for Certain Positions Identified as Critical Under the DA, Drug Free Federal Workplace Program.

This position is in the Professional Work Category at the Full Performance Work Level within the CES Occupational Structure.
In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by developing cyberspace workforce plans, strategies, and guidance to support cyberspace workforce manpower; monitoring and validating cyber workforce readiness including analysis of cyber workforce data to assess effects on operational planning; and conducting military/contingency and crisis action planning for cyberspace operations to protect, detect and/or mitigate IT and cyberspace vulnerabilities.
Education
