JOB SUMMARY:
The Managing Director of Housing Operation is a field based position which will serve as a liaison between interagency department, local community affairs, local community boards, precincts, and landlords. Under the supervision of Senior Vice President of Supported Housing, the Managing Director of Housing Operation is responsible for ensuring that the operational aspects of the scatter sites are functioning effectively and efficiently, compliant with our funders, and ensure high-quality of housing care.
ESSENTIAL JOB FUNCTIONS:
Operational Aspects:
  1. Responsible for the operational aspects of Residential and Supported Housing.
  2. Create a new system to ensure programs have an efficient key system for all apartments/rooms.
  3. Ensure housing programs are compliant with internal operations such as unit turn over, repairs, squatter situations, etc.
  4. Ensure all new lease units are ready for move-in with furniture start-up kits, keys, mailbox, window treatment, etc.
  5. Ensure all non-renewal units are returned in an appropriate matter to the LL with a full assessment with the facility department.

Community Relations:
  1. Being a direct point of contact for ICL with local Community Boards throughout all five boroughs to engage in community affairs aspects.
  2. Work with local precincts to address safety concerns with residents/tenants and neighbors in the community
  3. Work with CBOs, property management companies, tenant associations and local government regarding housing for individuals with SMI pertaining to resources, community engagements, etc.
  4. Establish new partnerships to continue the organization's mission and vision for behavioral health care that is equitable and inclusive to our communities being serviced.

Maintains Property Accountability:
  1. Establish an inventory system for orders submitted from Housing program for client, units, supplies, etc.
  2. Ensure all ICL property is accounted for throughout housing programs
  3. In collaboration with the housing program and purchasing department, ensuring all vendor requests, check requests, and approvals are completed in a timely matter

Programmatic Aspects:
  1. Ensure housing programs are following the one shot deal and holdover process.
  2. Being a liaison between housing program, legal counsel, and Real properties to ensure all legal cases have the appropriate documentation.
  3. Manage landlord relationship between housing programs.
  4. Ensure housing program vacancies are filled in an appropriate matter in accordance to funding requirements.
  5. Ensure housing programs are collecting program fees and monthly rents in collaboration with the finance and entitlement departments.

Other Aspects:
  1. Work on different assigned housing projects to support the Supported Housing Division
  2. Assist with reviewing and implementation of new systems and processes
  3. Other responsibilities assigned by Senior Vice President of Supported Housing

Skills:
  • Ability to manage multiple projects, task oriented, and check on the completion of assigned tasks.
  • Ability to manage resources, which includes money, material, time, and people.
  • Strong interpersonal skills, emotional intelligence, and flexibility
  • Experience with NYC Housing programs and operational aspects
  • Proficient in Microsoft Suite (Outlook, Excel, Word, Power Point), EHR, Property Management software, and Maintenance Software.
  • Excellent verbal and written communication, including ability to effectively communicate with interagency departments and external partnership
  • Must be able to work under pressure and meet deadline, while maintaining a positive attitude and providing exemplary leadership
  • Ability to work independently to conduct assignments to completion within parameter of instructions given, prescribed routines, and standard accepted practices
  • Ability to be sensitive and understand the needs of individuals with SMI
  • Positive, energetic, dynamic, and engaging personality
  • Team approach, hands-on, strategic thinker, problem solver, and planner
  • Willingness and ability to use ICL supplied communication tools (e.g. computers, mobile telephone, fax, etc.) regularly in the course of conducting business.
  • Ability to travel with NYC

QUALIFICATIONS AND EXPERIENCE:
Master's degree in social work, psychology, mental health counseling, criminal justice, or other health and human services related field required plus a minimum of five years of professional experience in operational and programmatic management. Experience working in the housing nonprofit sector. Excellent in Microsoft Suite (Outlook, Excel, Word, Power Point), EHR, Property Management software, and Maintenance Software.
