Job description

Job Summary  Under the direction of the Senior Vice President, Information Systems, directs the acquisition, control and maintenance of the organization's computer system applications.  Analyzes products and recommends the use of new technologies and services to senior management.  Manages application access and use.  Establishes and implements policies and procedures for application acquisition and usage throughout the institution.  Assigns work to application Project Leaders and analysts.  Establishes action plans and priorities.  Recruits, maintains and supervises a workforce for acquisition and support of computer system applications.  Counsels, appraises, disciplines and rewards employees.  Oversees payroll for assigned employees.  Oversees budgeting and long-range planning for human resources, computer system applications and office management for assigned responsibilities.  Initiates and participates in contract negotiations; monitors and authorizes invoice payments.  Prepares activity, progress, quality and trend reports.  Responsible for performing job duties in accordance with mission, vision and values of Tampa General Hospital and the Information Systems division.Required Skills Bachelor's degree in Information Technology, Business Management or related field, and 4 years progressive management and supervisory experience required.  Experience in leading healthcare business applications selections, implementation, and tracking projects to successful execution, managing and leading staff, and collaborating with the customer base, as well as, experience in preparing and managing budgets and writing and implementing department policies and procedures required.  
  • Apply consultative approach to provide strategic, forward-thinking vision and tactical recommendations to IT Director that aligns with business and technology goals.
  • Design solutions that maintain flexibility and future integration opportunities.
  • Prepare and deliver project proposals including resource needs in line with planned budget and timelines.
  • Conduct regular 1-on-1s, coaching, mentoring and performance evaluation of direct reports
  • Address team performance issues in a timely manner working with the Director of IT, develops performance plans and corrective action as necessary.
  • Collaborate with IT Managers to find ways to continually improve IT process and delivery experience.
  • Create and maintain application upgrade schedules for all production applications.
  • Oversee all design and development ensuring that product released is sound and production ready.
  • Partner with Project Manager to define and measure development team activities, task estimates, and actuals for all projects.
  • Ensure development resources adhere to the approved SDLC process.
  • Report on development activity, progress, issues to IT Management and Project Manager.
  • Accountable for ensuring requirements are correctly interpreted and transformed into software solutions that meet the business need.
 
  • Accountable for managing and leading resources to deliver solutions within agreed upon budget and timeline.
  • Demonstrate strong interpersonal, relationship building / relationship management and facilitation skills with a collaborative approach.
  • Define standards for designing and developing efficient, high quality products; establishing consistent measurable processes, code reviews and best practices.
  • Govern development tools and assets (develop applicable processes and training for the same).
  Required Technical Qualifications
  • 10 years' experience in developing enterprise software and services
  • 4 years management experience
  • Strong knowledge of SOA (Service-Oriented Architecture) design and implementation, knowledge of Azure PAAS services
  • Skills and knowledge in a wide range of technologies, including ASP, C#, SQL Server, HTML, HTML5, JSON / CSS, XML, Javascript, JQuery, WordPress and REST Web Services
  • Experience with mobile application development IOS and/or Android
  • Solid understanding of Microsoft SQL 2008 Server, including Stored Procedures and T-SQL, SQL Agent and job scheduling in a complex, consolidated environment as well as modern security practices.  Possess proven database documentation and design abilities to appropriate normalized forms.
