SUMMARY
Under general supervision, provides management, coordination, and evaluation of Speech and Language Services; develops comprehensive Speech and Language standards of practice which address the needs of students in their attainment of district and state standards, in compliance with Federal, state, and local laws, and MPS regulations.

Essential duties and responsibilities may include, but are not limited to, the following:

  • Provides professional consultation and support to district speech language pathologists in the following areas: due process compliance, evaluation management, dissemination of evidence-based practice for speech-language disorders, intervention service management, and pre-referral intervention management.
  • Supervises speech language pathologists (SLPs) in collaboration with school principals.
  • Leads in the development, administration and accountability of speech Language Services. Serves as resource to school principals and parents with children with suspected or identified speech/language disabilities.
  • Manages and directs the Standards of Effective Instruction (SOEI) process for SLPs, including development of SOEI tool, collaborates with teacher evaluation staff, analyzes SOEI outcomes, conducts SOEI observations, and recruits, trains, and supports the SOEI observation team.
  • Serves as district staffing resource to Special Education Department administration for speech language pathologist staff. Recruits and manages long call reserves for absences.
  • Creates and updates all district speech/language procedures and technical manuals.
  • Manages and directs the achievement of tenure process for probationary SLPs.
  • Communicates and evaluates implications resulting from district updates to due process, teacher evaluation and or/general education/special education updates.
  • Develops and manages outcome measures system for district students receiving speech Language Services; analyzes outcomes and suggest programmatic changes when necessary.
  • Chair the speech-language professional development committee which is responsible for determining the content focus, organizing all staff development in collaboration with Teaching and Learning Department, prepares plan for presenting/disseminating staff development opportunities to SLP staff.
  • Supervises the speech-only program, including student placement, transportation, budget,and program evaluation data.
  • Supports tenured SLP staff in the Professional Development Process.
  • Coordinates summer speech/Language Services for MPS students; this includes communicating with parents, placing students, recruiting SLP staff, and hiring summer school/extended school year staff.
  • Serves as the University liaison for graduate students practica and University research projects.
  • Manages speech/language holdings at the district professional instructional center, including collection of data on utilization of instructional materials, tests and equipment, assessing yearly needs for instructional materials and ordering materials when needed.
  • Demonstrates courteous and cooperative behavior when interacting with students, clients, visitors, and MPS staff; acts in a manner that promotes a harmonious and effective workplace environment
  • Enthusiastically promotes the Superintendent's goals and priorities in compliance with all policies and procedures.
  • Maintains absolute confidentiality of work-related issues, records and MPS information.
  • Other duties or tasks may be assigned on an as-needed basis
  • At times may be required to work outside normal business hours and work extended hours to accomplish requirements of the position.

MINIMUM QUALIFICATIONS
Education, Training and Experience Guidelines
Master's Degree in Speech Language Pathology; AND five (5) years of clinical experience, two (2) years of which were in clinical supervision role; OR an equivalent combination of education, training and experience as determined by Human Resources.
Knowledge of:
  • Evidence based practices for all Speech Language disorders.
  • Speech Language student outcome measures; statistical programs to analyze student outcome measures.
  • Recruitment for new hires and long call reserves.
  • State and Federal laws and regulatory issues governing special education, and data privacy.
  • District and MDE due process regulations.
  • Computer technology products to support services.
  • Regional community service agencies and other governmental assistance programs.
  • Principles and practices of public sector administrative management, including customer service and employee supervision.
  • Techniques and practices for efficient and cost effective management of resources, and budget procedures.
  • Principles of record keeping, records management, and management of confidential records.

Skill in:
  • Interpreting, and applying state and Federal statutes, codes, rules, and regulations.
  • Reviewing operations and assuring MPS compliance with laws, regulations, and rules.
  • Disseminating and presenting information to large group of professionals.
  • Consultation, professional collaboration, staff development, organization, and leadership.
  • Managing staff, and evaluating staff performance.
  • Establishing and maintaining effective working relationships with co-workers, clients, advocates and representatives from community groups and government agencies.
  • Operating a personal computer utilizing standard and specialized software.
  • Communicating effectively verbally and in writing.

LICENSE AND CERTIFICATION REQUIREMENTS
- A valid Minnesota State Driver's License may be required.
- Current MDE Teaching license.
- ASHA certification: CCC-SLP
PHYSICAL DEMANDS AND WORKING ENVIRONMENT
Work is performed in a standard office environment which requires occasionally lifting such articles as file boxes or heavier materials with help from others and/or lifting and carrying light objects frequently. A job in this category may require walking or standing to a significant degree or may involve sitting most of the time with long periods of computer work and heavy phone usage.
Final candidates may be invited to interview with a committee. Final appointment to this position will be contingent upon passing a criminal background check.
