Trinity Metro has an immediate opening for Manager of Rail Operations. The incumbent will work within the Trinity Metro Rail Department to support TEXRail with ongoing operational activities as well as supporting new rail-related projects. We are seeking a dynamic individual to join our team who excels in building trust with internal and external stakeholders, possess self-driven project management skills, and foster positive cross-functional relationships.
This position's responsibilities include:
- Oversees TEXRail's contract operators and ensures they adhere to compliance with the contract as well as federal, state, and local rules and regulations.
- Ensure structure and adherence to operational processes such as, but not limited to, purchasing, inventory controls, data acquisition and input.
- Coordinate with other departments in their individual contributions to the overall rail program including contractor performance monitoring, procurement processes, and data reporting.
- Ensure adequate documentation is maintained including inventory levels, regulatory records, and key performance indicators.
- Generate reports that outline the health of operations on TEXRail.
- Manage relationships with internal and external stakeholders.
- Engage in community speaking events to promote and educate the communities about the TEXRail service.
- Perform other duties and responsibilities as may be assigned by the VP of Rail.
- Maintain the highest level of quality in work products produced.
- Supports the rail department's quality and performance program through full participation and operational oversight.
- Responsible for quality assurance of the work performed.
- Identify opportunities to improve and enhance quality.
- Demonstrate understanding and adhere to Trinity Metro workplace policies and procedures, Customer Satisfaction, Corporate Social Responsibility and Economic Performance.
- Ensure departmental policies, procedures and strategies internal objectives, as well as programs to assure compliance with federal, state, and other applicable rules and regulations.
- Support the Rail Department with other project management or analysis work as directed and time allows.
- Demonstrate the ability to learn and become proficient in railroad operating rules, railroad specific federal regulations and safety requirements.
- Must be comfortable working in the field as well as in an office environment.
Skills and Experience
- Minimum of seven (7) years progressively responsible experience in a transportation agency with strong railroad operating experience.
- Demonstrated record of increased commuter rail responsibility over time.
- Proficient understanding of GCOR (General Code of Operating Rules) FRA/FTA regulations and commuter Rail Operations including Positive Train Control (PTC).
- Proficient in Budget, Schedules, Data Input, Contract Management.
- Effective communication skills at interpersonal and group levels, with a variety of disciplines, both internal and external.
- Demonstrated ability to build trust in relationships.
- Demonstrated ability for self-driven project management.
- Proven ability to lead by example to foster positive cross-functional relationships with internal and external stakeholders.
- Must excel at working collaboratively and independently dependent on what the activity requires.
- Stakeholder relationship management at multiple levels.
- Comfortable talking to, understanding and documenting information for/from a wide variety of stakeholders
EDUCATION
Bachelor's Degree with major course work in public administration, business administration, facilities, or other related field.
Any combination of experience, training and/or education that provides the required knowledge, abilities, and skills may substitute for the required education.
