POSITION SUMMARY:
The Manager ofEducational Engagement and Workforce Development is knowledgeable and experienced in the principles, practices, and management of Educational Engagement programs, Workforce Development, professional development, and job training and apprenticeship programming. The Manager is responsible for assisting with the design of a broad plan and general policies for the Youth Services Division. The Manager will also assist with the creation of goals, objectives, and plans of action as they relate to the operation of the Division. The Manager is directly responsible for designing and implementing educational and Workforce Development programming that offers citizens training opportunities in a variety of professions and trades. The Manager will assist with the development of a budget and is responsible for using these funds efficiently and in ways that align with the broader goals of the City of Toledo.
ESSENTIAL JOB FUNCTIONS:
- Assist with the development of a Comprehensive Educational Engagement and Workforce Development Strategy in coordination with educational partners.
- Facilitate and support education engagement with industry and community to develop work-based learning experiences for students, including job shadowing, internships, and full-time, part-time, and/or summer employment.
- Lead a team through which the execution of the Division’s goals may be achieved.
- Oversee said team in the creation, implementation, and review of projects, plans, and programs of the Division.
- Coordinate with the Commissioner of Youth Services to meet the broad goals of the Department of Parks and Youth Services and the City of Toledo.
- Provide industry feedback to education partners to ensure programming is aligned with industry need and accounts for current and emerging trends and technologies.
- Facilitate and support -including as a participant- strong industry advisory boards that adequately represent their respective career fields and contribute meaningfully to curricular development and implementation, student mentorship, facilitation of work-based learning experiences, and successful student outcomes.
- Promote and support industry participation in development and delivery of career exploration and professional skills curriculum to include guest speakers, guest instructors, industry tours and site visits, and participation in events to inform the public about the diversity of career opportunities and multiple pathways to success.
- Promote and support professional development and externship opportunities for teachers, administrators, and other staff to raise awareness of regional career opportunities, workforce needs, emerging industries, and the importance of career preparation for all students.
- Assist with the Development, implementation and support of initiatives aimed at marketing in-demand careers and raising community awareness of regional industry needs and career opportunities.
- Development active links with relevant agencies, business leaders, and school district leadership to foster cooperative and mutually-beneficial partnerships that connect educational opportunities to local workforce needs.
- Identify, support, and/or develop at specific businesses high school-to-career pathways for Toledo-area in-demand occupations
- Assist with the Development of specific, measurable, achievable, realistic, and time-bound (S.M.A.R.T.) goals for the Division with regards to the Comprehensive Educational Engagement and Workforce Development Strategy.
- Collaborate with local and regional organizations and businesses to develop training opportunities for citizens in a variety of professions and trades.
- Assist with the development of a budget for the Division and oversee said budget responsibly and efficiently in accordance with the goals of the Division.
- Confer with other departments and administrators of the City of Toledo to coordinate and collaborate on plans and projects with a City-wide application.

- Bachelor's degree in education, communications, a social science, or related field.
- Three (3) years of professional experience in education, curriculum development, educational support, Workforce Development, or a closely related field, of which one (1) year must have been at a managerial level.
- An equivalent combination of education, training, and experience may be used in lieu of the requirements listed above.
- Must possess a valid driver’s license and have an acceptable driving record. Must meet and maintain qualifications for driving at all times and as a continued condition of employment.
- Master’s degree
- Career Technical Education (CTE) or Certified Business Intermediary (CBI) Certification preferred.

In this position, the employee will frequently stand, walk and sit. The employee will frequently write. Speaking and listening are constant essential functions of this position.
