Job description

Position Overview

The mission of the Office of Data and Technology is to support schools and the district as a whole to use technology and data effectively to accelerate student achievement. The Office includes the following teams:

  • The Information Technology team provides DCPS students and staff in every school with the infrastructure, systems, and support to use technology effectively to accelerate student achievement.
  • The Assessments team leads and supports schools in the administration of summative assessments and surveys and ensures test integrity is maintained during assessments.
  • The Data team ensures stakeholders at all levels of the organization have access to accurate, timely, and relevant data, conducting analysis and research, and building school-based capacity to use data tools to inform planning and decision-making.
  • The Strategic Initiatives teamoversees office strategy, finance, communications, staffing, and operations; manages a portfolio cross-functional workstreams; and supports the office, agency, and schools use data and technology effectively.

The Information Technology (IT) team leads the district’s efforts to ensure all DCPS students and staff, in every school, have the technology, data and systems, and technical support needed to be successful.

The Manager, IT Asset Administration will oversee projects and operational activities related to the purchasing, deployment, and inventory management of technology assets in DCPS schools. The position will lead a team of technology asset administrators responsible for school-facing supports on deployment, life cycle, and inventory management for technology, including student devices as part of the district’s 1:1 program, interactive classroom technology, and more. The Manager develops overall strategy for technology asset management; designs processes and accountability mechanisms including asset audits and system training; and leads annual and off-cycle district-wide technology device deployments.

The Manager, IT Asset Administration will report to the Director, IT Infrastructure and Operations.

Essential Duties and Responsibilities

  • Develops overall program strategy and clear, specific, and ambitious performance measures for multiple projects and operational priorities; translates targets into individual work goals and deliverables for other team members; leads the implementation of program strategy; assesses and tracks project progress regularly using various computer programs and tools; and drives project completion holding others accountable for responsibilities and deadlines.
  • Assigns, directs, and evaluates the work of direct reports; guides and supports the professional development and training of reports; and helps implement team’s HR needs such as hiring, performance evaluation, and team structure.
  • Manages the daily and long-term strategic implementation of technology-related hardware and software assets within DCPS; leads district-level annual and off-cycle technology deployments for DCPS schools; and develops project plans and detailed timelines, outlines dependencies and risks, and coordinates the work of a combination of internal, external, and vendor teams who play a role in the process.
  • Creates and continuously improves asset management policies, processes, and procedures as well as training material such as guides, how-to videos, and knowledgebase articles.
  • Recommends procurement strategies to optimize technology investments across the organization.
  • Develops, implements, and improves procedures for tracking DCPS assets and ensures quality control throughout assets’ lifecycles; and is responsible for ensuring the accuracy of the asset management database through exhaustive quality assurance (QA) processes.
  • Leads asset loss prevention and recovery activities; and identifies, trains, and communicates with school-based technology controllers responsible for deployment, life cycle, and inventory management for technology devices.
  • Utilizes knowledge of business processes and tools to make recommendations to business and other impacted parties regarding solution options and deployment strategies; and develops business process models.
  • Creates detailed timelines for each initiative; assesses and tracks project progress regularly using various computer programs and tools; drives project completion holding others accountable for responsibilities and deadlines; anticipates, identifies, and resolves complex obstacles to success of overall program as well as specific projects; and determines resource needs for program success within context of broader DCPS strategy and initiatives.
  • Helps manage the analysis and presentation of data and progress of data-driven initiatives for senior management team and external audiences; communicates progress to key stakeholder groups; and incorporates their input.
  • Coordinates technology support for device deployments and other projects with the DC Office of the Chief Technology Officer (OCTO).
  • Interviews and surveys other colleagues and management teams to determine opportunities for improvement; researches specific issues; and develops detailed recommendations and implementation plans to resolve.
  • Builds relationships and liaises with various internal departments to drive collaboration and project success; and interacts with and responds effectively to urgent requests from multiple internal and external DCPS stakeholders.
  • Identifies and systematizes successful operational and project management methods across the department; and develops and strengthens resources for program evaluation and support.
  • Stays closely aware of progress of projects, high-level initiatives, and emerging issues across DCPS organization and pro-actively helps to adjust program approach based on changes in direction, priorities, and resources; and stays aware of innovations, developments in policy, and research and advises DCPS senior management team on proposed legislation, policies, procedures, and directives affecting the specific department and projects assigned.

Qualifications

  • Bachelor's degree and four to six years of related work experience.
  • Master's degree preferred.
  • Previous exposure to or experience in the education sector a plus.
  • ITIL and/or CITAM certifications preferred.
  • Experience with Ariba PASS buyer system or other procurement system a plus.
  • Advanced Excel experience creating pivot tables and other advanced operations.
  • Experience with Absolute Endpoint Management systems a plus.
  • Ability to develop project timelines, and provide status reporting, cost tracking, and project presentations to management and stakeholders.
  • Ability to have a customer focus and view the project from the big picture/customer experience within the different internal business units, internal users, vendors, and senior management; demonstrates interest in technology and business; and has excellent interpersonal skills.
  • Must be able to clearly and concisely describe problems or processes in a well-organized format with excellent oral and written communication skills; and pays obsessive attention to detail and accuracy of information.
  • Ability to prioritize and quickly resolve issues; and has superior organizational, time, and project management skills in managing overlapping priorities.
  • Demonstrated ability in coordinating cross-functional resources; and has experience with the deployment and usage of monitoring systems.
  • Physical requirements – lifting and/or carrying 5-25 lbs. or more and the pushing and pulling of carts as required; and possesses a valid driver’s license.
