Job description

Manager II: Performs moderately complex (journey-level) managerial work administering the daily operations and activities related to training and development of curriculum for the training division. Work involves establishing goals and objectives; developing guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating business function, division, or department activities; developing and evaluating budget requests; and monitoring budget expenditures. Supervises the work of others. Works under general supervision, with limited latitude for the use of initiative and independent judgment.

Essential Job Functions:
Manages day-to-day activities of staff within a business function, division, or department.
  • Review, monitor, and approve leave ensuring to meet the agencies business need is met.

  • Carry out other expected human resources activities with direct reports.

  • Plan, direct and monitor the development of training services.

  • Project manage the development of training services by direct reports.

  • Provide direct reports with clear direction and information on responsibilities and work performance expectations.

  • Supervise the development of asynchronous, synchronous, and blended learning training methods developed by direct reports.

  • Assign workflow of development projects ensuring equitable distribution of assignments.

  • Implement appropriate personnel actions to foster a fair, honest, and equitable work environment.

  • Manages staff development plans and activities.
  • Create performance development plans for direct reports.

  • Plan and coordinate professional development services for direct reports.

  • Oversee the advancement of staff through training and effective use of employee development plans.

  • Evaluate performance through direct observation and assessment of course evaluations and assessments.

  • Conduct performance evaluations at least annually.

  • Establishes goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; and manages evaluation activities.
  • Monitor workflow of training products to ensure timeliness, quality, and accessibility standards are met.

  • Establish project goals and learning objectives through project consultation with stakeholders.

  • Develop project management materials to identify project breakdown structure.

  • Develop timelines for project completion and identify priority of program needs through consultation with stakeholders.

  • Identify consistency of feedback is provided to stakeholder.

  • Evaluate and assess curriculum development projects for compliance with agency accessibility standards.

  • Review end of course evaluation data to assess effectiveness of curriculum for stakeholders.

  • Evaluate training outcomes to ensure training outcomes align with organizational goals.

  • Collaborate and plan with stakeholders to identify training goals and objectives.

  • Evaluate training outcomes to determine if objectives are met.

  • Participate in program improvement meetings to provide updates on training and gain insight into training needs.

  • Develop project timelines to be used for annual governance reports identifying staff resources allocation for basic skills development and certification.

  • Develops and implements techniques for evaluating business function, division, or department activities.
  • Create training evaluation metrics and outcomes for stakeholders.

  • Compile and analyze data to evaluate training outcomes for stakeholders.

  • Develop and implement strategies to review, edit and publish project revisions ensuring compliance with policy and procedures.

  • Develops and evaluates budget requests, monitors budget expenditures, and makes adjustments as necessary.
  • Evaluate and develop requests for use of agency funds for business need and identify return on investment.

  • Monitor use of agency funds to procure professional development opportunities for staff.

  • Develops and evaluates policies and procedures; and monitors compliance with policies and procedures.
  • Conduct annual review of CLOE process and procedures, related to project management, to assess for applicability and functionality impacting business needs.

  • Develop procedures to ensure timeliness, quality, and consistency of training.

  • Monitor development project assessment and evaluation for compliance with agency policies and compliance standards established by operational procedures.

  • Identifies areas of needed change and makes recommendations to improve operations.
  • Represent CLOE on agency and enterprise committees and workgroups as a training expert to assess, identify and recommend training opportunities to address performance needs.

  • Evaluate CLOE process and procedures assessing for applicability and sustainability, making appropriate recommendation for improvement or enhancements.

  • Provides technical expertise and guidance regarding questions related to the business function, division, or department.
  • Respond to training needs inquiries from stakeholders, providing guidance for availability of training resources and development of new product.

  • Participate in agency committee and workgroups as a training and curriculum expert.

  • Prepares management and productivity reports; and reviews and approves documents and reports developed by employees to ensure professional quality and appearance, appropriate content, consistency, and responsiveness.
  • Compile annual data reports to identify training development resource allocation.

  • Review training assessment and evaluation reports to ensure training meets agency needs and stakeholder expectations.

  • Review and evaluate training materials for professional appearance, clarity, and thoroughness in detail meeting the intended goals and objectives.

  • May plan and develop a budget for a business function, division, or department.

  • Reviews and approves leave and carries out other expected human resources activities with direct reports.

  • Directs staff regarding activities and operations of functional areas and oversees the improvement of the program operations.

  • Registration or Licensure Requirements:
    May require registration, certification, or licensure in a specialty area.

    Initial Selection Criteria:
    Experience in the management of a business function, division, or department relevant to the assignment. Graduation from an accredited four-year college or university with major course work in a field relevant to the assignment is generally preferred. Experience and education may be substituted for one another.
