The Position

The Port of Portland is Hiring for an
HVAC, Warranty & Contracts Manager

About us: Here at the Port, we are seeking a dedicated and skilled Manager to oversee the HVAC operation and maintenance, Warranty, and Management of contracts at PDX. This role requires excellent leadership skills and the ability to manage a team of technicians effectively, as well as a strong background in service contract administration and management.
YourRole: In this role, you will direct and oversee the daily maintenance and operation of all HVAC equipment at PDX, manage the Aviation Operations' Warranty Program, and manage large service contracts including all vertical circulation systems, fire alarm systems, and interagency agreements. Maintain cost-effective services for PDX which meet organizational goals and objectives

Essential Job Duties

  • Manage maintenance functions to address diverse requirements of Operations.
  • Manage oversight, direction, guidance, and mentoring to HVAC maintenance team including one (1) Senior Maintenance Planner, the Warranty Planner, and 11 craft journeymen.
    Develop and implement work processes that meet all aspects of World Class Maintenance and support the Aviation Business Plan.
  • Provide supervision and leadership including review and approval of work plan/schedules.
  • Provide Facility Quality Assurance and Quality Control; execute day-to-day management; ensure on-call availability (24/7) to mitigate operational impacts associated with facility-contracted services to ensure services meet and/or exceed customer expectations, as expressed in contract documents.
  • Administer labor contracts and Port/Maintenance policies/ standard operating procedures (SOP) in a consistent, fair manner while maintaining working relationships with appropriate Union officials/stewards.
  • Perform HR functions required for area of responsibility including coaching and annual merit, bidding, or filling positions, initiating disciplinary action, employment requisitions, etc.
  • Develop, monitor, and approve expenditures against the annual operating budget and provide information to other stakeholders that are supported by the HVAC Maintenance work group.
  • Work with the Maintenance Liaison on capital/tenant projects to limit impacts to the Maintenance workgroup reporting to this position.
  • Provide technical expertise/guidance to the Asset Manager on asset condition, repair needs, etc. Manage and direct maintenance emergency tactical response team members; on-call 24/7/365.
  • Identify, develop, and manage capital projects to include work scope, justifications, negotiate contract terms and conditions.
    • Implement and manage the capital project.
    • Act as a project manager to ensure compliance with legal requirements, Port policies, and procedures.
    • Enforce contract obligations, commission new equipment, provide contract acceptance, and close out contract and project documents.

Minimum Qualifications

Education

  • Bachelor's degree in Business Administration, Aviation, Public Administration ORthe equivalent combination of education and/or relevant experience (required).
  • At least Five (5) years of experience with circulation systems (moving walkways, elevators, and escalators); prior experience with facility management, maintenance/construction, property-related contracts and/or other specific fields directly related to responsibilities are preferred;
  • Experience supervising a team or managing others required.
  • Ability to obtain and maintain a Valid Driver's License required.
  • Ability to obtain and maintain security clearance required.
Demonstrated Knowledge of:
  • Federal, state, local regulations pertaining to contract formation and procurement theory, principles, and practices.
  • Understanding of uniform commercial code and Public works.
  • Generally accepted accounting and finance principles, auditing standards and procedures.
  • General building and construction techniques and practices
  • Electrical, mechanical, and plumbing installations and typical maintenance routines for those systems.
  • Department of Agriculture sterilant spraying regulations and procedures.
Skills:
  • Draft and review scope of work for professional and personal services.
  • Negotiation, mediation, facilitation, and conflict resolution.
  • Analyze complex data.
  • Can conduct Research, interpret, and implement the Oregon Revised Statues (ORS), Oregon Administrative Rules (OAR), Code of Federal Regulations (CFR), Oregon Department of Consumer and Business Services Building Code Division Rules, American Society of Mechanical Engineers (ASME), National Fire Protection Association (NFPA) and other federal contracting requirements, statutes, case law as they relate to professional services.
  • Develop a strategic vison for the programs managed as technology evolves and drives changes.


Supplemental and Selection Information

  1. A minimum qualification evaluation of education, training and experience of submitted application packets will take place by Human Resources the week of June 24, 2024.
  2. A Subject Matter Expert (SME - Hiring) Panel will perform an evaluation of experience and training taken from your employment application materials including any responses to the supplemental questionnaire.
  3. Our goal is to schedule interviews with candidates that successfully passed the SME evaluation step the week of July 8, 2024 with second round panel interviews the week of July 15, 2024.
