Position Description :
Serco Inc. is seeking a Manager, Global Mobility to join our Human Resources Team and lead the Global Mobility program and international assignments for all Serco employees working Outside Continental United States (OCONUS). This role reports to our VP of Total Rewards and HRIS. In this role you will:

Mobility

  • Manage Global Mobility program and international assignments for all Serco employees working Outside Continental United States (OCONUS)
  • Represent HR as an active member of internal council and review teams, including but not limited to:
    • International Performance Review Team (IPRT)
    • HR-Finance Collaboration Initiatives
    • HR Systems Enhancement and Change Council
  • Centralize and streamline domestic and international relocation process, procedure and governance
  • Manage all mobility vendors across major support areas (relocation, immigration, tax, etc.)
  • Conducts research and provides counsel to operations and bid teams on country specific regulations, including risk and cost considerations, applying to U.S. government contractor personnel.
  • Ensure compliant immigration policies and processes and serve as partner and point of contact for Managers, HR Partners, Recruiters and third-party vendors to support all aspects of U.S. visa and work authorization sponsorship.
  • Partner with outside immigration counsel in support of all US non-immigrant sponsorship and visa filings including but not limited to H-1B, L-1B/A, and TN visas, as well as all US permanent residency cases (i.e. PERM, I-140, I-485/AOS).
  • Partner with Group Head of Global Mobility to provide subject matter expertise on Global Mobility matters by advising key stakeholders on best practices, policies, procedures, and relevant local laws concerning international relocation, visas, work permits, and residency requirements.
HR Programs
  • Review, develop and maintain mobility and other relevant HR policies and procedures
  • Partner with stakeholders to update existing policies during the policy review period
  • Consult on supporting documentation such as manager and employee communications, FAQs, and standard operating processes
  • Consult with cross-functional teams including business and system owners to ensure that sound protocols are in place in Mobility and HR policy and processes
  • May provide support in response to internal and external audits, working in partnership with HR Leadership and cross-functional partners
  • May manage the work and performance of an Mobility Specialist/Analyst providing support to wide variety of our Talent, HR and Strategic Programs
Qualifications:
To be successful in this position you will have:
  • Bachelor’s degree and minimum of 3 years of relevant Global Mobility experience specific to US Government defense contracting with experience in the Middle East or SE Asia preferred.
  • Knowledge of best practices, laws and regulations relating to the execution of international talent mobility such as relocation, immigration, tax, benefits across global jurisdictions
  • Experience influencing all levels of leadership and lead industry transforming practices across all vendors and to articulate Global Mobility matters to leadership and/or stakeholders
  • Proficient in Microsoft Office Suite; advanced skills in Excel with ability to manipulate large
    amounts of data required
  • Excellent partnering, communication, and presentation skills with experience providing guidance and training to managers and cross-functional partners
  • Experience working in the government contracting environment
  • Broad knowledge of various Human Resources competency areas and the execution and administration of HR support
  • Project management experience and skills in balancing competing priorities

In compliance with state and local laws regarding pay transparency, the salary for this role is $93,730.00 per year to $187,460.00 per year; however, Serco considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate's work experience, education/training, and key skills.
