IEM is looking for a Full Time- Manager, Environmental Planning & Historic Preservation. We are seeking a highly qualified and dynamic Manager to join our PRCI Energy, Environmental Planning, and Historic Preservation team. The ideal candidate will play a pivotal role in leading our efforts to deliver exceptional value and expertise in environmental regulatory compliance, quality assurance Management, and policy development related to energy services, particularly in transmission and distribution. This position requires a candidate with a robust background in environmental law, including extensive experience with the Environmental Protection Agency (EPA), and a proven track record in managing staff, developing strategies, and fostering stakeholder engagement in complex environmental projects.
Primary Location:
- Candidates can originate from anywhere in the United States and Puerto Rico.
- Once hired you will deploy (travel) across the United States to client sites as needed.
- You will work remote from home when not deployed.
- All remote work environments require the ability to maintain minimum Internet speeds of 25 Mbps upload and 3 Mbps download, as well as a ping rate of 100 ms or less during working hours, regardless of the type and number of devices using your Internet connection. You must also have account privileges and access to your Internet service provider account during working hours for the purposes of maintaining the Internet connection, if needed.
Travel Requirements:
- This position will require work to be conducted onsite and may require work on weekends or in excess of 40 hours per week. Travel and other expenses are reimbursable in accordance with Federal Travel Regulations.
- All interested candidates must be willing to work on site for the duration of each disaster assignment. Assignments typically may last up to 12 months with potential for extension.
Situational Awareness: During site assessments, conditions may be austere including prolonged exposure to excessive heat and cold, prolonged sun exposure and no electricity, heat or air conditioning. Other potential risks include air quality issues, standing water, mosquitos, snakes, debris and other potential exposures.
Physical Requirements: Site assessments may require extensive walking and standing for long periods of time; working in small spaces, tunnels and ditches; climbing ladders.
Essential Functions:
- Demonstrate profound knowledge and experience in environmental regulatory compliance, particularly with EPA standards, quality assurance management, and data quality.
- Skillfully analyze and obtain grants, consistently monitor economic developments in the environmental sector to support projects in Puerto Rico.
- Lead stakeholder engagement activities, providing environmental expertise to clients, and develop solutions to complex environmental issues.
- Actively support business development efforts by building relationships within the emergency management community, developing new business opportunities, and assisting in proposal preparation.
- Manage the overall operation and direction of the program or project.
- Develops strategies for achieving project goals and objectives.
- Develops and maintains Project Work Plan including budget and schedule.
- Serves as Primary Point of Contact between client stakeholders and project team.
- Provides written and oral reports to contract management and client representatives.
Minimum Qualifications:
- Environmental Planning and Historic Preservation experience.
- Experience in energy services and disaster recovery.
- Master’s Degree in relevant field.
- Minimum of 7 years of relevant experience
- Strong leadership and communication skills to manage a diverse team and interact with multiple stakeholders.
- Analytical thinker with the ability to analyze complex situations, develop effective solutions, and lead policy and agenda development.
- High degree of initiative and independence, coupled with the ability to work collaboratively in a dynamic team environment.
- Deep commitment to environmental conservation and sustainable development, particularly within the context of Puerto Rico.
Preferred Qualifications:
- Juris Doctorate in Environmental Law or relevant professional certification or accreditation.
- Professional Registration or Certification in EPA Quality Assurance Management and Data Quality.
- At least seven years of program and project management experience at a strategic level within state or local government, dealing with local, state, tribal, and/or federal agencies.
- Comprehensive understanding of FEMA, resiliency, preparedness missions, and mitigation, response, and recovery programs, including the National Disaster Recovery Framework, with a special emphasis on Environmental Planning and Historic Preservation.
- Exceptional ability to lead and manage staff, with a strong emphasis on environmental regulatory and compliance, policy development, and agenda management.
- Proven success in analyzing and obtaining grants, monitoring economic developments in the environmental sector, and providing support for Puerto Rico.
- Knowledge and familiarity with Puerto Rico’s environmental programs and the energy sector, especially in transmission and distribution.
- Demonstrated expertise in environmental law, particularly experience with the EPA.
- Strong background supporting energy services as it pertains to transmission and distribution.
