Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness.
Under the direction of the Associate Director, System Planning, the incumbent will support the work of the Los Angeles Homeless Services Authority (LAHSA) which serves as the lead for the Coordinated Entry System (CES) for Los Angeles County. The incumbent will provide key oversight for the planning activities relative to the ongoing implementation and refinement of CES.
- Support strategic planning functions for Adult, Family, and Youth population systems as well as various sub-populations and adjacent systems of care.
- In partnership with the Implementation and Improvement Division, create and provide project management support and oversite for the implementation of work plans.
- In partnership with division and department leadership, lead the monthly planning cycle for CES Policy Council meetings, driving agenda creation and partnering with the Policy Unit to draft system policies.
- Provide facilitation support to CES Policy Council as necessary.
- Provide leadership for the Guidance Development Process, including facilitating Guidance Development Workgroups and partnering with relevant component departments to draft system guidance for approval and implementation. Ensure alignment of system guidance with system policies.
- Create and lead on the implementation of a communication strategy to various levels of system partners to support system changes. Ensure that LAHSA staff tasked with supporting community messaging are equipped with up-to-date messaging.
- Support the creation and ongoing refinement of a system funding plan.
- In collaboration with division and department leadership, support the creation and project management of a multi-year system plan.
- Participate in the various tables where CES planning and decision-making with key system partners occur.
- Perform other related duties as required.
- Knowledge of LAHSA's core mission, values, and programs.
- Strong knowledge of systems and programs that impact people experiencing homelessness, including the Coordinated Entry System.
- Ability to be flexible and think strategically when solving complex systems problems.
- Clear and effective written and verbal communication skills.
- Strong organizational skills with the ability to work independently and proactively while balancing multiple priorities.
- Ability to coordinate and lead meetings with a wide range of stakeholders.
- Ability to create and organize documentation, policies, and procedures.
- Ability to produce written copies for websites and other promotional purposes.
- Knowledge of program planning and evaluation.
- Knowledge of Microsoft Office Suite (Outlook, Word, Excel, PowerPoint) and Visio, OneNote, and SharePoint.
- Ability to cultivate strong relationships internally and externally.
- Proven professional experience and educational background.
