POSITION SUMMARY

The focus of this position is senior level, professional accounting, and project management work. The position is responsible for complex, technical, and administrative work in the development, management, and coordination of financial projects. Additionally, this position will be responsible for the compiling, maintaining, and analyzing of financial information. This position works primarily under direction of the Director or Designee. This position will work closely with other accounting staff and departments throughout the City. Responsibilities require the frequent use of confidentiality, tact, discretion, initiative, and independent judgment requiring general knowledge of the policies and procedures of the organization. Facilitates the development of public trust and confidence in the city.
This position is an Essential classification and will be required to report to duty before, during, and immediately after a civil emergency. This is not a remote position.
ESSENTIAL DUTIES
The following duties are illustrative for this position. The omission of specific duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
  • Keeps the mission, vision, and values of the City of Port St. Lucie and the Finance Department at the forefront of decision making and action; builds strategic and collaborative relationships and interacts with others in a way that builds confidence and trust; provides excellent customer service by taking action to accomplish objectives, maintains high levels of work and productivity by generating innovative solutions to work situations.
  • Develops, oversees, and manages preliminary project schedules and budgets on assigned projects.
  • Collaborates with other team members and provides data, spreadsheets, and notes for the Annual Financial Reports.
  • Acts as liaison with Finance staff and other department staff to automate financial processes and procedures.
  • Gathers and compiles all documentation relating to Emergency/Disaster reimbursement for the City.
  • Clarifies and resolves any conflicts with state and federal regulations relating to FEMA submissions on behalf of the City. Guides various City staff on these regulations.
  • Formulates written progress reports to higher-level management and elected officials.
  • Performs monthly and yearly reconciliations of complex accounting transactions.
  • Monitors actual expenditures and corresponding backup for accuracy. Verifies progression towards planned outcomes and goals.
  • Organizes and manages the functional teams and develops and executes various project deliverables.
  • Observes testing and monitors progress; participates in evaluation-based committees; reports accordingly.
  • Responsible for research analysis and preparation for various monthly, quarterly, and annual financial reports as needed; ensures that the reported results comply with generally accepted accounting principles.
  • Assists the director or designee with requests from the City's auditors.
  • Responsible for composition of a variety of documents including correspondence, reports, technical specifications, agendas, memoranda, and other written materials.
  • Responsible for timely preparation and management of project correspondence and database records.
  • Responsible for providing training to City employees as needed.
  • Facilitates innovation within the City and works with project partners on innovative process improvement.
  • Provides support to the Director and Designees on a wide range of research projects.
  • May serve as backup in other locations of the department to cover staff shortages.
  • Evaluates, recommends, and establishes policies and procedures to continuously improve operations, decrease turn-around times, and streamline processes to provide quality customer service.
  • Other duties may be assigned.
SUPERVISORY RESPONSIBILITIES
Carries out supervisory responsibilities in accordance with the City's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding; disciplining employees; addressing complaints and resolving problems.
MINIMUM QUALIFICATIONS

EDUCATION AND EXPERIENCE
Graduation from an from an accredited college or university Bachelor's degree in Accounting, Business, or Finance required. Five (5) years of experience in accounting and/or financial management required. Experience in the government sector required. A comparable amount of training, education, or experience may be substituted for the minimum qualifications.
CERTIFICATIONS, LICENSES, REGISTRATIONS
Accounting certification such as: Certified Public Accountant (CPA), Certified Government Finance Officer (CGFO), Certified Public Finance Officer (CPFO), Chartered Financial Analyst (CFA); project management certification or a comparable certification is preferred.
KNOWLEDGE, SKILLS & ABILITIES

  • Advanced Microsoft Suite skills including but not limited to Excel; working with Cubes, Power Query, V/H LOOKUP, Pivot and Power Pivot.
  • Knowledge of modern principles, practices, and methods of accounting and financial management.
  • Knowledge of accounting and auditing practices and procedures.
  • Ability to communicate professionally and effectively both in writing and verbally.
  • Ability to focus on the positive in every situation.

PHYSICAL DEMANDS
While performing the duties of this job, the employee is regularly required to sit, talk, hear, and use hands to finger, handle, or feel. The employee is frequently required to walk and reach with hands and arms. The employee is occasionally required to stand and stoop, kneel, and crouch. The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision and ability to adjust focus.

Personal Days:
