Job description

This position serves as an Executive Assistant to the Deputy Director within the Veterans Health Administration (VHA), Office of Emergency Management (OEM), and within the Office of the Assistant Under Secretary for Health for Operations, located in Martinsburg, West Virginia.Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/03/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Expert-level knowledge of the principles, concepts and methodology of program administration. Must be able to plan for long-range program needs and develop program goals and objectives to meet those needs. Require a high degree of administrative ability and knowledge of the Department's basic policies, missions, and operating programs. Must have a fundamental knowledge of emergency management and Departmental goals and objectives. Policy analysis ability is required to assess the impact of organizational structures, procedures and policies. Ability to analyze and develop new approaches to other complex problems and to plan, manage and coordinate complex work assignments. Extensive knowledge of analytical and evaluative methods to assist in the review and presentation of major studies dealing with Veteran issues, ensuring that the Deputy Director is equipped with accurate and comprehensive data when making decisions. Knowledge of administrative and management processes, including budget, in order to manage administrative processes for the office. Proficient understanding of both quantitative and qualitative methods, enabling the incumbent to interpret and convey findings related to program assessments, thereby supporting the office's goals in delivering effective emergency management services. Skills in consulting in order to be able to facilitate work processes, identify problem areas, provide in-depth analysis, and resolve issues of a complex or difficult nature. Ability to communicate orally and in writing in order to provide advice, design recommendations, and broker resolutions.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is sedentary during non-emergency situations. However, during field exercises and operational support missions, it may require strenuous physical activity, including carrying equipment (up to 40lbs), walking long distances over difficult terrain, running, climbing, working long hours in primitive or arduous conditions, long periods of standing, bending, and stooping. Deployments may include various housing and living conditions to include non-climate controlled, limited privacy sleeping facilities (for example, cots, tents, "hot-bunking", gymnasiums or similar), limited shower and laundry facilities and limited feeding options (such as shelf-stable meals, meals-ready-to-eat (MREs), and field kitchens). The employee may also be required to work long hours under highly stressful and demanding conditions, which are the norm during major emergency operations.
