You will serve as a MANAGEMENT AND PROGRAM ANALYST in the FORCE PROTECTION DEPARTMENT of COMMANDER NAVY REGION HAWAII.

A Cost-of-Living-Allowance (COLA) of 9.28% will be added to the stated salary.Qualifications:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Review expenditure trends for all budget elements such as direct and indirect labor hours (regular and overtime), travel, transportation, contractual services, materials, and equipment costs; 2) Prepare manpower and budget data charts and products for meetings, briefings, situational awareness and tracking; 3) Guide and assist superiors and other program personnel in identifying problem areas, analyzing data, preparing data presentation, and developing COA's to resolve problems or improve efficiencies; 4) Review and analyze the Activity Manning Document (AMD), Mission Profile Validation-Protection (MPV-P) and End Strength (ES) databases to ensure all are aligned and correctly reflect current authorizations at the regional and installation level; and 5) Execute budget actions as a Government Purchase Card (GPC) holder or approve purchases as an Authorizing Official (AO), using systems such as the Command Financial Management System (CFMS), Procurement Integrated Enterprise Environment (PIEE), and Wide Area Work Flow (WAWF). Ph.D. or equivalent doctoral degree.
OR
Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree
OR
