The Defense Counterintelligence and Security Agency (DCSA) is the largest investigative service provider in the Federal Government. DCSA's Customer and Stakeholder Engagement Office is looking for a Law Enforcement Outreach Specialist, GG-0343-13, to serve in an independent role as a "troubleshooter" between Field Investigators and other criminal justice entities (Law Enforcement Agencies and Courts) Want to make a difference? Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/GG-12) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience.
Specialized experience for this position includes:

  • Experience of a wide range of concepts, principles, and practices in liaison outreach.
  • Must have liaison outreach experience with Federal, state, or local criminal justice agencies.
  • Experience with quantitative and qualitative analysis methods and principles used to collect, research, and analyze information to reach a consensus of understanding and collaboratively align compliance with existing or proposed policies, regulations, directives, and instructions.

Specifically you will be evaluated on the following competencies:
1. Influencing/Negotiating: Establishes and maintains relationships with key individuals/groups; understands what motivates them. Persuades others; builds consensus through give and take; gains cooperation from others to obtain information, find solutions, and accomplish goals.
2. Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
3. Policy Coordination: The practice of collecting, analyzing, and using information to reach a consensus of understanding and collaboratively align compliance with existing or proposed policies, regulations, Directives and Instructions.
4. Process Management: Develops and monitors processes and organizes resources to achieve desired results.
5. Program Outreach: Develop and implement programs and activities to establish, maintain, and enhance public awareness and enable mutually beneficial relationships to meet the needs of stakeholders.
Education: Substitution of education may not be used in lieu of specialized experience for this grade level.
