Hybrid Work Opportunity – This position is a hybrid remote/onsite position. The onsite location is in Augusta, Maine and the remote location must be within the state of Maine.

Job Description:

The State of Maine Project Management Office is seeking a talented individual to join our growing, dynamic, and collaborative team. This position within the Project Management Office will assist with the data collection and reporting required for the American Rescue Plan. The America Rescue Plan is a transformative program that will improve the lives of Maine citizens affected by the COVID Emergency. We are seeking professionals who desire to use their skills and talent in the aim of public service.

Representative Tasks:

  • Provide the review, examination, and evaluation of complex organizational structures, administrative policies, and management systems of state departments, agencies, and institutions.
  • Develop and conduct studies, summarize findings, preparing reports, and recommend changes in organizational structures, programs, policies, procedures, or practices in administrative, financial, records, and information management systems.
  • Analysis of systems and procedures, preparing reports, and recommending changes in organizational structures, policies, procedures, or practices in administrative and information management systems.
  • Select and assign vendors and vendor resources, write and create job descriptions, propose and implement policies and specific objectives at the agency and department level.
  • Submitting resource requests.
  • Collecting resource candidate information.
  • Supporting the selection process with applicable State of Maine programs.
  • Analyzes data gathered, develops information and documentation, and considers solutions or alternative methods of proceeding in order to recommend organizational and system changes and modifications.
  • Installs new systems, confers with and trains agency staff, and conducts operational effectiveness reviews in order to ensure smooth system implementation and functioning

Knowledge and Abilities Required:

  • Knowledge of current developments in systems analysis and applications.
  • Knowledge of methods and techniques of establishing work standards.
  • Knowledge of information management systems.
  • Ability to oversee, review, evaluate, and direct the work of others.
  • Proficiency with Office 365 Suite, to included but not limited to: Word, Excel, Teams, Outlook etc.
  • Knowledge of the theories, principles, and practices of public administration, organization, workflow, personnel management, and financial procedures.
  • Knowledge of data collection and interpretation methods and techniques.
  • Knowledge of the organizational and staffing structures in state agencies and departments.
  • Knowledge of human resources programs and services.
  • Knowledge of methods and techniques of analysis, work simplification, and forms and records control.
  • Knowledge of the methods and techniques of establishing work standards.
  • Knowledge of information management systems.
  • Ability to gather, assemble, calculate, and analyze facts and draw valid conclusions.
  • Ability to analyze and interpret laws, rules, and regulations.
  • Ability to communicate effectively.
  • Ability to write clearly and effectively.
  • Ability to develop recommendations of the revision of repeal of laws, rules, regulations, policies, and procedures: and the implementations of new systems and organizations.
  • Demonstrated ability to respond in a timely and effective manner
  • Understanding of emotional intelligence principles

MINIMUM QUALIFICATIONS

  • Eight (8) years of education, training, and/or experience analyzing, evaluating, and/or developing improvements to organizational and/or managerial systems, programs, and practices.
