Clarification from the agency
Federal employee means current permanent competitive service employees in the commuting area may apply. Duties
  • Manages and administers the DLA Academia Engagement and Outreach program on behalf of the DLA Director.
  • Develops and maintains DLA-specific policy and procedural information.
  • Communicates and coordinates Academia Engagement and Outreach Program requirements to universities, think tanks, etc. both domestically and abroad.
  • Supplies technical guidance, counsel, and coaching to DLA Leadership, Sponsors, Champions, and Master Black Belts (MBB), Black Belts (BB), Green Belts (GB), and CPI event participants.
  • Identifies and conducts just in time Process Improvement training to support project execution.
  • Collaborates to achieve project results as defined by the charter utilizing appropriate CPI methodologies.
  • Responsibility for reviewing contract performance against the terms and conditions of contracts/agreements to ensure contractor and government performance comply.

Qualifications
To qualify for a Management Analyst (Continuous Process Improvement), your resume and supporting documentation must support:
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
  • Coaching lean six sigma program employees (i.e. Master Black Belts, Black Belts, and Green Belts) in the application of Continuous Process Improvement programs.
  • Managing an Academia Outreach and Engagement program to support Continuous Process Improvement programs.
  • Using Qualitative and Quantitative analysis to monitor and improve program effectiveness.
  • Communicating orally and in writing to provide recommendations and findings regarding Continuous Process Improvement programs.

Additional Requirements:
- Must obtain Master Black Belt certification within 18 months of appointment
- Must acquire necessary training for Contracting Officer Representative (COR) duties, as needed with 90 days of appointment.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
