Serves as confidential assistant and technical advisor to the Associate Commissioner (AC) for the Office of Facilities and Logistics Management (OFLM), Deputy Associate Commissioner (DAC) and the Executive Officer (EO) Director, in the planning, development and coordination of OFLM policies and initiatives.

This position is not authorized to be filled virtually or through outstationing. The Official Duty Station (ODS) will be Woodlawn, Maryland. To participate in telework, you must reside within a 2-hour commute to the ODS by the time of your appointment.
Duties
  • Serves as a confidential assistant and advisor on a wide range of operational, budgetary and administrative issues.
  • Independently carries out special studies/projects and assists the AC, DAC and staff in the maintenance of administrative management programs and requirements.
  • Advises and provides recommendations to the AC, DAC and EO on a variety of OFLM management, personnel, administrative and budgetary functions and issues. Will analyze and prepare budget plans, staffing plans and reports for OFLM.
  • Responsible for interpreting agency-level budget instructions for use in developing budget estimates for the senior staff and OFLM's senior staff.
  • Completes assessments, studies, projects and assignments involving controversial, sensitive or confidential issues in personnel and administrative areas thru-out OFLM, such as labor relations, equal employment, grievances and disciplinary actions.
  • Assists the Associate Commissioner and other senior staff in planning and developing strategies and guidelines for accomplishing OFLM's areas of responsibility.
  • Independently prepares written memos, reports, position papers, instructions, briefing materials or extensive background information on projects and assignments suitable for dissemination throughout OFLM and at AC/DC levels throughout the agency.

Qualifications
MINIMUM QUALIFICATIONS
To qualify for this GS-13 Management Analyst position you must demonstrate at least 52 weeks of Specialized Experience.
SPECIALIZED EXPERIENCE must have been gained in a federal position at or above GS-12 OR (if your position and/or experience is in another federal pay scale OR outside of federal service) by performing duties at a level equivalent to GS-12.
SPECIALIZED EXPERIENCE is work that primarily consists of a variety of high-level coordinative, analytical, consultative and advisory services relating to the management and operation of a component or office.
If you have this experience, your resume must describe it in your own words.
Since Specialized Experience also has a time component, it must be evident that the duties you describe are at the required level for at least 52 weeks.
Reviewers cannot assume you perform duties you don't describe.

This is a non-bargaining unit position to be filled under the provisions of the Management Officials Promotion Plan. The best-qualified list for this vacancy may be used to fill the same or similar positions in a component(s) under the same Deputy Commissioner. Additional selections may be made within 6 months of the date the best qualified list is issued.
This position is not authorized to be filled virtually or through outstationing. The Official Duty Station (ODS) for this position is Woodlawn, Maryland. To participate in telework, you must reside within a 2-hour commute to the ODS by the time of your appointment.
Relocation expenses will not be paid; salary will be set in accordance with locality pay provisions.
This position is on a full-time, flex-time schedule; Alternate Work Schedules (AWS) may be authorized; telework may be approved after all conditions for telework have been met.
Successful performance of work in this position and adherence to conditions of this position will be assessed during the 1-year probationary period served that may be served by new appointees (e.g., new to SSA and/or new to this series).
