The Management Analyst conducts management studies in areas such as organizational design and staffing, operational systems and work efficiencies, asset utilization, records management and control, and budget preparation. The ideal candidate has a degree in Industrial Engineering, Industrial Psychology, Public Administration, Business Administration, or a closely related field or prior experience in organizational analysis, systems and procedures analysis, records management analysis, work measurement or simplification studies, cost-benefit analysis, budget analysis or a related efficiency research studies.
Responsibilities
Duties and Responsibilities:
- Conducts management studies in areas such as organizational design and staffing, operational systems and work efficiencies, asset utilization, records management and control, and budget preparation.
- Makes recommendations for corrective action and management improvements to ensure efficient, cost-effective operations, and compliance with office and federal requirements.
- Present written or oral reports of findings, conclusions, and recommendations for corrective measures or operational improvements to management.
- Processes requests for services such as printing or equipment, and coordinate procurement and distribution.
- Assists with or advises activities of independent contractors/vendors; provides technical assistance and guidance to operational staff through staff training, presentation, and clarification in office management areas of concern, writing instructions and guidelines.
- Designs or revises forms, procedures, and manuals; monitor effectiveness and conduct follow-up appraisals. Maintain Custodial Accounts, update the cubic footage of customers' accounts, and enter them in Warehouse Management System (WMS)for billing on a monthly basis.
- Assists in the budget development process for assigned programs/tasks; develops and prepares budget reports, technical information, and statistical analyses to assist in budget administration and compliance; monitors program revenues/expenditures and reports on significant deviations; evaluates the impact of staffing/organizational changes or other management activities on budget allocation and recommends appropriate action.
- Other duties as assigned: may conduct/coordinate special projects of a non-recurring nature as requested; conduct regular or special reviews of industry practices and considers possible agency application; participates, as assigned, in various committee and task work groups relating to office problem-solving assignments.

- A Bachelor's degree in Industrial Engineering, Industrial Psychology, Public Administration, Business Administration, or a closely-related field; OR Three year experience assisting or participating in planning and/or carrying out management improvement studies in at least one of the following areas: a) organizational analysis; b) systems and procedures analysis (manual or ADP); c) records management analysis; d) space utilization studies; e) work measurement or work simplification studies; f) cost-benefit analysis; g) budget analysis; or h) other related efficiency research studies.
- Familiarity with the use of spreadsheet and statistical graph/chart applications to fulfill report requirements, presentations, and word processing.
- Possess verifiable speaking and writing skills that demonstrate the ability to professionally communicate with customers and stakeholders, including high-ranking government officials.
- Possess proficiency with information technology software applications, including but not limited to: Microsoft Office Word, Excel, PowerPoint, and Access (or other like software).
- Obtain and maintain a Public Trust clearance.
Knowledge, Skills and Abilities:
- It is desired for the individual to have expertise in the Department of States Integrated Logistics Management System (ILMS) Medical Expendables (MEDx), and Transportation and Warehouse Management System (WMS).
