The Marine Spill Response Corporation (MSRC) is a private, non-profit, U. S. Coast Guard Classified Oil Spill Removal Organization (OSRO). Formed in 1990, MSRC is the world’s largest provider of resources for removing and mitigating oil on the water’s surface and offers a full range of oil spill response capabilities intended to help meet the planning criteria of the Oil Pollution Act of 1990. 

MSRC is offering an immediate opportunity for a Maintenance and Logistics Administrator (M&L Administrator) to bebased in Houston, TX.   The M&L Administrator position is part of the Gulf Leadership Team and is responsible for the overall management of the maintenance and logistics activities for the region to assure the mechanical readiness of regional facilities, Oil Spill Response Vessels (OSRVs), small boats, response equipment, Oil Spill Response Barges (OSRBs), small barges, commercial and non-commercial vehicles and trailers (rolling stock), including implementation of maintenance standards and procedures.  The M&L Administrator will implement quality control and inspection procedures to ensure that regional personnel or outside contractors properly maintain and repair equipment and comply with all applicable state and federal regulations, including regulations issued by the Department of Transportation. In the event of spill activity, the M&L Administrator is responsible for the total logistics support required to maintain continuous oil spill recovery operations, including maintenance and rapid repair of deployed equipment.  As equipment is released from a spill, the incumbent is also responsible for decontamination, restoration, demobilization and return to response readiness of all deployed MSRC equipment.

The Maintenance and Logistics Administrator directs a team responsible for regional maintenance activities.

 Key responsibilities of the position include:   

  • Ensures all applicable safety directives are carried out.
  • Coordinates the region’s compliance with the computer-based Electronic Maintenance Operating System (eMOS).
  • Performs regional responsibilities for all preventative maintenance and repair of assigned maritime and spill response/support equipment and facilities. Coordinates complex maintenance and repair issues with MSRC’s Marine Engineering Department.
  • Coordinates with Response Supervisors, OSRV Chief Engineers and MSRC’s Marine Engineering Department regarding maintenance of the OSRVs and OSRBs assigned to the region.  Assist as needed in developing ship/barge repair specifications for dockside repairs and responds to emergency repair needs, coordinating with MSRC’s Marine Engineering Department.
  • Conducts periodic company-wide Quality Control inspections on vessels, barges, rolling stock, and response equipment systems, as assigned.
  • Participates, as assigned, in MSRC’s Corporate Quality Control Inspections and Corporate Quality Assurance drills.
  • Coordinates regional maintenance-related purchasing and inventory management functions ensuring all activities are carried out in strict compliance with corporate policies and procedures.
  • Upon request of MSRC’s Marine Engineering Department, assists with shipyard projects as Owner’s Representative.
  • Evaluates equipment and assists in identifying modifications and/or new/replacement equipment.  Coordinates proposed modifications or replacement with MSRC’s Marine Engineering Department.
  • Oversees the scheduling of U.S. Coast Guard COI, ABS and all other regulatory inspections with the assistance of site supervisors and MSRC’s Marine Engineering Department, as necessary.
  • Is prepared to deploy during oil spills or training exercises.
  • Participates in the M & L Workgroup and provides technical consultation to the workgroup.
  • Oversees the BSEE requests for maintenance records and participates in on-site verifications as requested.
  • Coordinates shipping, tracking, relocation and all related documentation of MSRC assets within the region
  • Participates in agency and customer lead drills and exercises as needed
  • Reports directly to the Region Response Manager (RRM).

 Qualifications/Requirements

  • Bachelor’s degree in environmental, business, or other related discipline preferred. 
  • Ten (10) years in progressive marine equipment maintenance experience.
  • Demonstrated skills in engineering, maintenance, logistics, contracting and fiscal management for a wide range of marine, mechanical, electrical, hydraulic and air systems.
  • Advanced knowledge of marine maintenance and repair procedure including use of welding equipment, diagnostic equipment, spare part requirements.
  • In the event of an oil spill or emergency response, the incumbent must have the ability to respond within a 2-hour recall. 
  • Travel throughout the Gulf Region and other oil spill sites and locations is required as needed. 
  • Proven leadership and interpersonal skills, as demonstrated by positions of progressive responsibility. 
  • Strong organizational skills, including the ability to prioritize. 
  • Advanced proficiency with Microsoft Office, including Word, Excel, Teams and SharePoint. 
  • Competent and comfortable communicator, in all modes and across all levels.
