Job description

Open to the general public and any current Municipal employee.

This is a non-represented position (no union affiliation) and is subject to the provisions of the Personnel Rules of the Municipality of Anchorage.

DEPARTMENT: Public Transportation
HOURS OF WORK: Monday through Friday; 8:00 a.m. to 5:00 p.m.
LOCATION: 3600 Dr. Martin Luther King Jr. Drive

Under the general direction of the Maintenance Superintendent, oversee the daily operation and administration of the People Mover maintenance shop. The incumbent will supervise the activities of IBEW-Technician staff charged with maintenance of light and medium duty vehicles, commercial buses, shop equipment and tooling to ensure the success of the department's maintenance program. This position will work to ensure sufficient operational vehicles are available daily while simultaneously ensuring that preventive maintenance activities occur timely and within resource constraints. The incumbent must have the ability to understand complex equipment and vehicle systems and issues associated with the diagnosis, repair and/or replacement of those system or units; the ability to understand capital replacement programs; the ability to implement, and monitor safety programs; and the ability to develop, manage and monitor a training program for all divisional personnel. Set priorities and goals for the group. Perform other related duties as assigned.

High school diploma, GED, or equivalent and eight (8) years of experience as a heavy diesel journeyman mechanicwhich includes two (2) years in a lead and/or supervisory capacity.
OR
Associate's degree in Diesel/Automotive Technology (or similar field), Personnel Services, Business Administration, Economics, Construction Management or a related discipline and six (6) years of experience as a heavy diesel journeyman mechanic which includes two (2) years in a lead and/or supervisory capacity.
OR
Bachelor's degree in Diesel/Automotive Technology (or similar field), Personnel Services, Business Administration, Economics, Construction Management or a related discipline and four (4) years of experience as a heavy diesel journeyman mechanic which includes two (2) years in a lead and/or supervisory capacity.
Must possess a valid State of Alaska Class A or B Commercial Driver's License (CDL) with passenger endorsement and no air brake restriction within 90 days of hire.
Must possess a valid OSHA Forklift Operators Certification within 90 days of hire.
Preferences:

  • Fleet maintenance and management experience.
  • Experience developing, implementing and maintaining a preventive maintenance service program.
  • Proficiency with maintenance management software, ideally Assetworks, and diagnostic software including Cummins Insite, Cummins Quickserve, Allison Doc.
  • Experience planning, developing and maintaining budgets.
  • Experience creating and refining processes and procedures.
  • Proficient with Microsoft Word, Outlook, Teams and Access.
  • Experience with MS Excel formulas and data analysis. Ability to create pivot tables, conditional formatting, and custom data sorting.
  • OSHA 30-hour General Industry Training.

If selected for hire, appointment in this position will be conditional based upon the submission of a current copy of the applicant's valid State of Alaska driver's license and Class B Commercial Driver's License (CDL) with unrestricted Passenger endorsement with no air brake restriction within 90 days from date of hire. Applicants with a Restriction of "L-Vehicles Without Air Brake Systems Only" are not eligible. Also, required is the submission of a current copy (dated within 30 days from date requested) of his/her Department of Motor Vehicle driving record, including a driving record from previous states if the Alaska driver's license was first issued within one year prior to application, documenting an acceptable driving history. The processing fee(s) are the responsibility of the selected applicant.

All required certifications and licenses must remain current for the duration of employment.
As a condition of employment, the person selected will be required to successfully complete a medical physical and functional capacity examination and will also be required to successfully complete a drug test prior to beginning work and will be subject to future periodic drug and alcohol tests on a random basis without advance notice.
If selected for hire, appointment in this position will be conditional based upon a satisfactory Municipal Employment Office conducted background check. A background check encompasses criminal history, verifying education, and verifying dates of employment.
If selected for hire, appointment in this position will be conditional based upon the satisfactory review and completion of the Previous Employer Alcohol & Drug Test Information Forms. Names, addresses, and phone numbers for positions that required Department of Transportation testing for the last two years will be required in compliance with § 40.25 and § 382.405(f) and (h).
Military Service Interview Preference:
Veterans or who wish to be considered for interview preference as permitted in Municipal Personnel Rules 3.30.031 D must attach to the application a copy of their DD Form 214, DD Form 256, NGB Form 22, or a letter from the US Department of Veterans Affairs recognizing the person as a veteran. The attached documentation must show an honorable discharge or general (under honorable conditions) discharge. The minimum qualifications of the position must be met for preference consideration.
Individuals currently serving as a member in good standing in the National Guard or the organized military reserves who wish to be considered for interview preference as permitted in Municipal Personnel Rules 3.30.031 D must attach proof of current service to the application. Proof of current service can be shown by submission of a statement of service which, at a minimum, shows full name, date of birth, Social Security Number, date service began, branch of service, rank, name of command providing the information, and unit of assignment. The statement of service must be on a form or letterhead of the individual's command organization and show the name, signature, title and contact information for the signer providing the statement of service. The minimum qualifications of the position must be met for preference consideration.
