JOB DESCRIPTION:
This job class typically works under the direction of a Public Works Superintendent and administers department and/or division policy and procedures relating to a functional area of responsibility. The incumbent is responsible for establishing effective Maintenance and/or operations schedules for the assigned area. Responsibilities include the development, implementation and monitoring of programs and procedures which are consistent with federal, state, county and city laws, regulations, codes, and policies and that support departmental goals and objectives to ensure that the public is provided with the best possible service, at a competitive cost and with minimal service interruptions. Work is reviewed on the basis of results obtained. Supervision is exercised over a staff of professional, technical, and bargaining unit employees.
Job RESPONSIBILITIES:
Supervise, coordinate, train and direct the work activities of others.
Utilize Asset Management principles to create, prepare, and maintain a variety of reports, records, and files related to the divisions' maintenance, inspection, and improvement activities. Assist with recordkeeping and reporting requirements in compliance with the Wastewater and Stormwater NPDES permits and other Federal, State, City and departmental standards and regulations; responsible for implementation and oversight of Stormwater NPDES permit.
Prioritize work crews, materials, and equipment to accomplish work assignments efficiently. Prepare and maintain a variety of manual and computerized records relevant to area of responsibility i.e., parts and equipment inventories, chemical supplies, telemetry readings, water quality activities, preventative maintenance schedules, etc.
Provide excellent customer service, in sometimes stressful situations, with internal and external customers.
Develop and update standard operating procedures and implement policy and procedural changes as needed.
Develop internal work policies and procedures to assure regulatory compliance.
Ensure that equipment and materials are maintained and available. Oversee purchasing needs of assigned work group.
Estimate timelines, employee hours, amount and types of materials or equipment needed for assigned projects. Analyze and evaluate actual expenditures in accordance with established budgets.
Supervise and coach staff in team concepts for sustained and improved performance. Train, assign and evaluate the technical work of assigned personnel, discipline personnel as appropriate according to established policies and procedures.
Direct subordinate staff to ensure compliance with all applicable safety regulations; determine which regulations apply to affected work groups. Inspect work in progress and upon completion to ensure compliance with work orders and applicable laws, codes and standards.
Research and coordinate environmental standards with various agencies as required i.e., DOE, EPA, Fisheries, etc. Perform onsite inspections to ensure all applicable standards are met by city and contractor work forces. Participate in standards review and development as a city representative on multi-agency workgroups. Comment on proposed regulations.
Develop and monitor short and long-term strategic plans for assigned work group. Participate in Surface Water Comprehensive Plan Updates and implement sections relevant to the maintenance workgroup.
Assist in the development of department and/or division operating, and maintenance budgets and grant applications as required.
Read and interpret civil, mechanical, and electrical engineering specifications, schematics and diagrams to troubleshoot and resolve systems and equipment malfunctions and needed repairs.
Review proposed Capital Improvement Projects and private development proposals and provide comments and edits pertaining to operation and maintenance of the stormwater and sewer systems.
Coordinate project, equipment, and material procurement and bidding within the division and follow local and state approved procedures.
Effectively operate computer programs including word processing, spreadsheet, database, computer maintenance management systems, and mapping software applications; and other specialized applications related to assigned program area(s).
Communicate effectively both orally and in writing, including the ability to listen effectively and to explain complex issues and applicable legal requirements, policies, and procedures to internal and external customers.
Inspect facilities for Maintenance and repair needs and fire, safety, and health hazards. Respond to emergency and off-hour situations as required.
Perform related work and special projects as assigned. Maintain regular and reliable attendance.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
A combination of education and related experience may substitute for education requirements.
Bachelor's Degree in Engineering, Chemistry, Biology or a field related to the area of assignment; and
7 years related experience, including experience in a supervisory position.
Possession of, or ability to obtain, a valid Washington State Driver's License.
Possession of, or ability to obtain, required licenses or training relevant to area of responsibility.
