Job Summary:
Performs advanced (senior-level) informational and communications work. Work involves coordinating the research, writing, editing, and production of materials for release to news media and/or social media and for use by the agency, the public, and other agencies. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. This position reports to the Media Relations Division Director.
Qualifications:
• Graduation from an accredited four-year college or university with a degree in Communications, Journalism, Media Relations, Public Relations, or a related field is required.
• Three years of experience in public relations or Media Relations is required.
• Experience in editing and preparing news releases and other media materials for communicating with media is required.
• Experience planning special events is required.
• Experience responding to media inquiries is required.
• Experience using social media on behalf of an employer or client is required.
• Experience working with X (formerly Twitter), Facebook, Instagram, and YouTube is required.
• Proven experience in creating publicity opportunities in support of employer, client, or product is required.
• Willingness to work irregular hours, evenings, weekends, and holidays as workload may require and willingness to be on an on-call rotation schedule.
• Willingness to travel up to 10% as required.
• Experience with monitoring news coverage for an employer or product is preferred.
• Experience working with advertised social media content (boosted, promoted, sponsored posts) is preferred.
• Experience with Microsoft Word, Microsoft Excel, Microsoft Teams, multi-user databases, and e-mail is preferred.
• Experience with Adobe Photoshop, Adobe Express, and other Adobe Creative Cloud products is preferred
• A writing test may be administered to applicants selected for interviews.
• Applicants selected for an interview will be required to submit writing samples.
Knowledge, Skills, and Abilities:
• Extensive knowledge of news industry.
• Demonstrated knowledge of social media and how the different platforms are used
• Demonstrated knowledge of Associated Press Style.
• Excellent verbal and written communication skills.

• Ability to prioritize projects with competing deadlines.
• Ability to communicate effectively and accurately with the media.
• Ability to act as an agency spokesperson with media.
• Ability to research and prepare information, to design communication plans and materials related to the goals and priorities of the agency, and to compose web copy and other communications plans and materials.
• Ability to work well in a team environment and in a high stress, deadline driven work environment.
• Ability to maintain a pleasant and professional work attitude at all times.
• Ability to establish and maintain effective working relationships with media, Commission employees, vendors, and others.
Physical and Mental Requirements:
• Must be able to stand or sit for extended periods of time and operate a personal computer, standard office equipment, and computer software.
Essential Job Functions:
• Coordinates, drafts, and distributes news releases for lottery winners and other events as needed.
• Monitors news and social media and produces daily news clips for agency leadership.
• Coordinates and consults with division and agency colleagues to develop employee communications, media materials, social media content, legislative analysis, and responses to media inquiries.
• Assists in the planning of special events, including press conferences, check presentations, promotional events, or other media events.
• Composes scripts and talking points for certain agency presentations, media interviews, and other events.
• Edits written materials, such as agency information articles, press releases, survey responses, as well as other documents directed at a broader audience, including lottery industry publications.
• Identifies and develops new ideas for media outreach; maintains and updates media lists; and researches and evaluates media tools, services, and products, and provides suggestions.
• Researches and reacts to media coverage and industry trends.
• Assists with managing and monitoring vendor contracts as needed.
• Accurately interprets, posts, and transcribes financial data related to lottery sales, jackpot estimates, and prize claims.
• Assists with creating and publishing social media content across platforms, including but not limited to X (formerly Twitter), Facebook, Instagram, LinkedIn, and YouTube.
• Assists with social media on-call duties, including moderating and responding to user comments and messages.
• Develops, edits, and maintains agency website content, related agency internet/intranet information, and certain internal messaging for agency staff.
• Assists with coordinating, preparing, and distributing the daily employee news email.
• Works in coordination with other divisions to develop and implement effective "winner awareness" programs and assists with coordinating the agency's speakers bureau program.
• Represents the agency or division, when appropriate, at Commission meetings, business meetings, conferences, seminars, and/or on committees.
• May assist division staff at agency meetings and events with operating audio-visual equipment
• May make presentations to agency staff and industry peers.
• Assists with various administrative tasks for the division, including but not limited to processing and routing industry surveys, preparing and submitting eReqs, maintaining filing and records retention for the division, and assisting with social media on-call scheduling.
• Performs related work as assigned.
