Long-Term Civil Commitment (LTCC) Authorization Specialist (PS2/DBHR)

This position supports the long-term Civil Commitment (LTCC) program by processing and troubleshooting authorizations with contractors providing 200+ beds across the state. This individual will collaborate with the program manager to increase output and accuracy in these processes and improve the overall quality of the program. About the program:
This position will support a specialized program that is part of the governor's plan to transition long-term involuntary treatment to community-based settings. In this program, HCA contracts with community hospitals and freestanding evaluation and treatment facilities to maintain beds for 90- or 180-day involuntary inpatient psychiatric treatment. This program is often referred to as the long-term Civil Commitment program (LTCC).
About the position:
The main purpose of this position is to support and enhance the function and quality of the LTCC program. This position will be responsible for managing the day-to-day operations of key components of the unique 90- to 180-day program. This position will plan, evaluate, and coordinate resources, participate as a program representative in DBHR internal and external workgroups or committees as designated by the LTCC Program Administrator or Adult and Involuntary Services Supervisor.
This position is eligible to telework and is typically not required to report on-site. The default assigned work location of all Health Care Authority (HCA) positions - both on-site and telework eligible positions - is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.
Duties
Some of what you will do:
Act as the LTCC program liaison and work with contracted facilities in the authorization and discharge process and utilization of HCA contracted beds.
  • Plan, organize, direct, and coordinate operations to process authorization and discharge requests as they come in from each of the contracted facilities providing the 200+ LTCC beds. Interpret, review, and apply program specific policies, procedures, or regulations with each authorization depending on the circumstances.
  • Be familiar with Chapter 71.05 RCW.
  • Provide consultation to program participants regarding the functions of the program and answer questions related to authorizations.
  • Monitor program email inbox and respond or triage and forward to the appropriate team member.
  • Monitor the LTCC ServiceNow portal for authorization and discharge requests.
  • Monitor the Bed Availability information. Report this information to the program manager for distribution and reach out to contracted facilities if information is not submitted.
  • Review court documents to ensure accuracy of request and communicate if a provided court order is not sufficient for the authorization request.
  • Daily communication with each contracted facilities to interpret program rules.
  • Maintain and update electronic data tracking template.
  • Analyze, compile, and provide information to program manager based on data trends surrounding lengths of stay, recidivism, and diagnosis codes.
Support continuous quality improvement in the LTCC program.
  • Develop, format, and distribute mass communications to statewide partners and customers.
  • Reach out to internal HCA partners to provide information on facility updates.
  • Review program webpage content for accuracy and completeness.

Qualifications
Required education and experience:
Qualifying candidates will meet one of the following criteria combinations:
  • Bachelor's degree in public health, public administration, business administration, social work, behavioral health, or related field, or
  • Associate degree in a field identified above AND two years of experience working in a public behavioral health system
Note: Additional years of qualifying experience will substitute for the required degree, year for year.
Required competencies:
  • Experience working effectively with cross system collaboration and coordination.
  • Effectively and professionally communicate technical, sensitive, and/or confidential matters to diverse groups of people both verbally and in writing.
  • Ability to effectively use spreadsheets and databases.
  • Excellent interpersonal skills to communicate appropriately, effectively, and collaboratively with community partners, personnel at all levels of state and county government, behavioral health professional organizations, behavioral health providers, consumers, advocates, legislators and their staff, and local government officials.
  • Analyze and interpret information in order to provide options and solutions.
  • Develop and maintain effective, professional, collaborative working relationships with a diverse range of customers and co-workers, encourage teamwork, and establish trust and credibility with others.
  • Maintain personal and professional characteristics that are needed to meet organization's expectations and demands of the workplace.
  • Actively listen and understand what is being communicated.
  • Independently prioritize workload and multi-task while staying organized and paying close attention to detail.
Preferred qualifications:
  • Work independently with little supervision and demonstrate initiative.
  • Experience with behavioral health program development and/or quality management.
  • Ability to track and interpret data.
  • Readily adapt to new situations and be open to change.
  • Knowledge of public behavioral health services system including program management principles and models of care, national and local trends in care and practice of managed care, and other service delivery models.
  • Knowledge of federal and state behavioral health statues, rules, and regulations, including Medicaid regulations relating to behavioral health access.
  • Knowledge of Medicaid managed care principals and contract issues related to funding, medical necessity, quality improvement, cultural competency, and provider contracting.
  • Knowledge of the protocols and processes of the executive and legislative branches of state and local government.
