The Opportunity:

Multnomah County Library (MCL) is currently seeking a communications professional to join our talented Marketing and Communications team as a limited duration Program Communications Specialist.
The Marketing and Communications team leads the library's internal and external digital and print communication and marketing channels; represents the library through media outreach and inquiry, social media, government relations, and with community sponsorships; writes articles for the library website and newsletters, produces videos and designs graphics; manages translations, develops talking points, and more!
This is a limited duration position expected to last nine months; however, it could be extended based on business needs. The hiring list created from this recruitment may be used to fill future full time, part-time, temporary or limited duration positions should they become available.
This is an internal recruitment open to all current regular, trial service and limited duration employees of Multnomah County who are in paid status, on approved leave, or on an active recall list.
Temporary and on-call employees in Local 88 may apply for an internal recruitment if they were hired through a competitive process
Temporary and on-call employees who are not in Local 88 may apply for an internal recruitment if all of the following conditions are met:
  • The employee was hired into the current temporary or on-call position via a competitive recruitment and selection process consistent with the county's Personnel Rules;
  • The employee has worked in an on-call and/or temporary capacity at least five hundred (500) hours within twelve (12) months preceding the date of application;
  • The recruitment is for a position in their current department; and
  • The recruitment will not result in a promotion to a job class with a higher maximum salary rate.

As a Program Communications Specialist, you will work with the Communications Manager to implement key strategies identified within the library's internal communications plan ,with emphasis on establishing internal communication channels that encourage innovation, connection and learning. This work will include, but is not limited to:
  • Establishing clear guidance for the use of all staff email and documentation for using other communication channels.
  • Producing internal episodes of "The Download," including identifying topics of interest and helping train/coach systemwide teams on presentation best practices and creating outlines.
  • Serving as the systemwide ambassador for use of some internal Google products that can contribute to improved internal and external communications.
  • Meeting with teams and promoting countywide Google trainings.
  • Supporting internal communications training efforts for staff systemwide.
  • Coordinating public relations and marketing projects and activities such as orientation, training sessions or other events.

You also will serve on the Library Commons Content Refresh & Employee Manual Project, with primary responsibility for tracking the project's progress and implementing changes to library commons. This work will include, but is not limited to:
  • Gathering, researching, editing, writing, and coordinating information for the library commons.
  • Publishing content using Drupal platform, including creating pages and organizing sites according to best practices.
  • Drafting and revising department printed materials or web content
  • Working with the library commons project team to develop systemwide content guidelines for library commons and a plan for long-term content maintenance.
  • Utilizing Google analytics to determine page/site prioritization and content archiving.
  • Helping with organization of Library Commons Shared Google Drive archive.
  • Creating documentation and internal resources, as directed.

To Qualify
We will consider any combination of relevant work experience, volunteering, education, and transferable skills as qualifying unless an item or section is labeled required. Please be clear and specific about how your background is relevant.
Minimum Qualifications/Transferable Skills:
  • Bachelor's degree or the equivalent experience.
  • Experience working in one or more of the following areas: communications, project management, writing, editing, or comparable field.
  • Experience using Drupal or similar content management system.
  • Ability to pass a criminal records check, should a job offer be extended and not currently employed by the library. Results of the records check will be reviewed on an individualized basis. A conviction is not an automatic bar to employment.

Preferred Qualifications/Transferable Skills: You do not need to have the following preferred qualifications/transferable skills to qualify. However, keep in mind we may consider some or all of the following when identifying the most qualified candidates. Please clearly explain on your application how you meet any of the following preferred qualifications/transferable skills.
  • Experience working with marginalized communities and/or communities of color.
  • Experience developing communication plans
  • Experience developing content for an intranet
  • Familiarity with plain language
  • Experience in delivering presentations, teaching or facilitating a large group

Additional Details
Routine Telework: This position is designated as "routine telework," meaning you will be working remotely (from home); a hybrid schedule also is available. As with all routine telework positions, employees may be required to come into the office on occasion. The designation of Routine Telework may be subject to change at a future time. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations. The onsite work location for this position is Library Administration at Lloyd Corporate Plaza, 919 NE 19th Ave, Suite 250, Portland, OR 97232.
Serving the Public, Even During Disasters
Everyday, Multnomah County staff work together to serve as a safety net for our communities. During a disaster, this safety net becomes even more critical. All County employees have a role in serving the public during inclement weather, natural disaster, or other types of community emergency response. During these emergency responses, while typically there begins with a call for volunteers, county employees may ultimately be reassigned from their current position to a role in the emergency response in order to support the critical needs presented by our communities.
