Job description

The County of Volusia is seeking a Lieutenant Paramedic for the Emergency Medical Services Division. This position is located in Holly Hill, Florida, and will be responsible for performing assessment and treatment consistent with the United States Department of Transportation National Standard Curriculum for Emergency Medical Technician - Basic and Emergency Medical Technician - Paramedic pursuant to and in accordance with standing orders promulgated by the Emergency Medical Services (EMS) Medical Director/designee.
The candidate will be assigned to one of the areas listed below, with the primary area of assignment being Operations/Systems Status Control. The selected candidate must also be able to rotate between any of the below areas as needed.
Clinical Quality Assurance / Quality Improvement (QA/QI) - completes statistical analysis and quality management for all field operations personnel. May also act as the designee for the Clinical Services Manager.
Shift Operations - coordinates the overall activity of the shift, makes necessary adjustments and takes corrective action as needed. Monitors radio traffic and directly addresses poor procedures, improper phraseology, undesired attitudes, and uncooperative dispositions.
System Status Control - coordinates the overall daily utilization of ambulance unit hours. Monitors field personnel and the Sheriff's Office Communication Center's compliance with the System Status Plan and its objectives.
Clinical Services Training - implements and presents training to all field operations personnel. May also act as the designee for the Clinical Services Manager.

Logistics / Deployment - prepares for and executes deployment of crews for shifts as well as oversight of Ambulance Supply Technicians to resupply and service of vehicles between shifts

If assigned to Clinical Services Quality Assurance the following illustrative duties also apply:
  • Administers and maintains demographics for the electronic patient care reporting software.
  • Manages data and generates reports for the State of Florida, Volusia County Medical Director and Clinical Services Manager.
  • Provides case reviews as needed. Ensures compliance with transport billing and general report writing rules and regulations.
  • Maintains Quality Assurance and compliance databases and files.
  • Administers changes to the electronic patient care report software suite.
If assigned to Shift Operations the following illustrative duties also apply:
  • Observes the overall activity of the shift and makes adjustments as necessary to maintain an efficient, safe, and well-organized outcome; directs employees in a consistent and supportive manner as outlined in standard operating procedures and taking appropriate action for correction and compliance when necessary.
  • Monitors radio traffic and directly addresses poor procedures, improper phraseology, undesired attitudes, and uncooperative dispositions.
  • Recognizes stressful situations and intervenes appropriately using sound and reasonable judgment.
  • Promptly and carefully assesses accidents/incidents involving personnel and vehicles making reports to the proper authorities as necessary.
If assigned to System Status Control, the following illustrative duties also apply:
  • Monitors field personnel and the Sheriff's Office Communication Center's compliance with the System Status Plan and its objectives and the daily utilization of unit hours; analyzes statistical data to maintain the System Status Plan.
  • Provides courteous and timely response in all areas of operations; maintains satisfactory levels of service.
If assigned to Clinical Services, the following illustrative duties also apply:
  • Maintains positive work ethic; demonstrates patience and tact when dealing with the public, patients, family, and allied health personnel; recognizes stressful situations and intervenes appropriately using sound and reasonable judgment.
  • Maintains professional working relationship, disposition, and confidentiality with agency personnel and outside agencies; maintains professional appearance.
  • Has a thorough working knowledge of all established standards of operation, protocols, and pertinent HRS requirements and their applicability.
  • Promptly processes inquiries and/or complaints and forwards them to appropriate authorities.
  • Assists in maintaining policies, procedures, equipment, and levels of service; makes reasonable effort to improve existing work environments, safety, and comfort.
If assigned to Logistics/ Deployment the following illustrative duties also apply:
  • prepares for and executes deployment of crews for shifts as well as oversight of Ambulance Supply Technicians to resupply and service of vehicles between shifts.
  • Provides direct supervision of Logistics Staff.
  • Project Lead for Logistical Operations (facilities, and Capital budget purchases).
  • Manages the controlled substances distribution program.
  • Coordinate supply activities between Logistics and Operations.
  • Manages items designated for County Surplus Auction.
  • Coordination with Fleet services for maintenance and repair of EMS Vehicles.
  • May function as Logistics Section Chief during EMS Incident Command Operations.

Associate degree and at least four (4) years of experience as a transport paramedic for a 911 based EMS system. Equivalent experience as a transport paramedic for a 911 based EMS system may be substituted for the degree only (6 years total in EMS). The preferred candidate in addition to meeting the minimum qualifications must have at least three (3) of the four (4) years functioning as a transport paramedic under the Volusia County Medical Director or have a minimum of two (2) of the four (4) years' experience as an EMS Field Supervisor for a 911 based EMS transport agency with at least 100 full time EMS providers. If hired by Volusia County EMS prior to 10/1/2021 degree requirements may be waived.
NOTE: As a condition of employment, employees hired to the position without a degree are required to obtain an associate degree no later than January 1, 2026.
Must currently possess and maintain:
  • A valid class E Florida driver's license within thirty (30) days of appointment.
  • A Florida paramedic certification within thirty (30) days of appointment.
  • A certificate indicating completion of a sixteen (16) hour emergency vehicle operations course, or equivalent, which meets or exceeds the requirements of the State of Florida.
  • A valid cardiopulmonary resuscitation credential (must include adult, child, and infant) as permitted by the Florida Department of Health.
  • A valid advanced cardiac life support (ACLS) credential as permitted by the Florida Department of Health.
  • An AHA Basic Trauma Life Support Prehospital Trauma Life Support (BTLS/PHTLS) card.
  • A Pediatric Education for Prehospital Providers (PEPP) or Pediatric Advanced Life Support (PALS) certification.
  • Approval by the Emergency Medical Services Medical Director to practice as an Emergency Medical Technician-Paramedic (EMT-P) within six (6) months of appointment.
Must provide proof of completion (certificates) for the following Federal Emergency Management Agency (FEMA) training courses prior to hire:
IS-100.c - Introduction to the Incident Command System, ICS 100
IS-200.c - Basic Incident Command System for Initial Response
IS-700.b - An Introduction to the National Incident Management System
ICS-300 (G300) - Intermediate ICS for Expanding Incidents. Completed within one year of promotion / employment.

SELECTION PROCESS:

There will be four (4) phases during this hiring process, which are listed below.

Phase I: Personal Administrative(30 Points)
The following document is intended to provide guidance on the file review process for internal promotional opportunities for the Division of Emergency Medical Services. The maximum score obtainable on the file review is thirty (30) points.
The file review will consist of four (4) categories which will be reviewed by a two-person file review panel. The categories are listed below:
Professional Development (Maximum score of 6 points): In this category, every candidate will receive two points per certification they receive, which is not a required course for their current position. For instance, a paramedic may not count Advanced Cardiac Life Support (ACLS), Pre-Hospital Trauma Life Support (PHTLS), or Pediatric Advanced Life Support (PALS) as those are required to maintain employment. Each candidate is eligible to receive a maximum of six (6) points in this section. Certification must be job-related to EMS operations or EMS patient care and must have some live instruction component to it (i.e., no online FEMA, Target Solutions, or similar independent study courses). These courses should not expire and must be completed prior to the job posting date.

Post-Secondary Degree (Maximum Score of 10 points): This category will provide points based on the highest level of the post-secondary degree earned by the candidate.
Associate degree: This degree will be an Associate of Arts (A.A.), Associate of Applied Science (A.A.S), or Associate of Science (A.S.) degree that has been conferred to the candidate from a College/University that is accredited by the United States Department of Education. A candidate with an associate degree as their highest degree will receive 2 points for this section of the file review.
Bachelor's Degree: This degree will be a Bachelor of Arts (i.e. B.A., B.B.A., etc.) or Bachelor of Science (B.S.) degree that has been conferred to the candidate from a College/University that is accredited by the United States Department of Education. A candidate with a bachelor's degree as their highest degree will receive 6 points for this section of the file review.
Master's Degree: This degree will be a Master of Arts (i.e. MA, MBA, MPA) or Master of Science (MS) degree that has been conferred to the candidate from a College/University that is accredited by the United States Department of Education. A candidate with a master's degree as their highest degree will receive 8 points for this section of the file review.
Doctorate Degree: This degree will be a Doctorate Degree (PhD or equivalent) from a College/University that is accredited by the United States Department of Education. A candidate with a Doctorate Degree as their highest degree will receive 10 points for this section of the file review.
Letters of Reference (6 points): Candidate will supply three (3) letters of reference one from a current or recent supervisor, and two from additional professional references. These letters should address the candidate's knowledge, skills, abilities, and aptitude to function as an EMS Supervisor (Battalion Chief) in a 911 EMS Transport system. This will be submitted after the closing of the position listing.
Narrative document (8 points): Candidate will submit a typed, double spaced 1-2-page narrative to explain why they believe they would make be an ideal candidate to be an EMS Battalion Chief for Volusia County EMS. This should also include what they know about the Volusia County EMS system, define their leadership style, and as an EMS Battalion Chief describe how they would set their priorities on a daily basis beyond required tasks.
