POSITION STATUS
The following position description is established by the Board of Directors of the Berthoud Fire Protection District (District) to outline the basic duties and responsibilities of the above captioned position. This position is a career, full-time position and is not exempt from the minimum wage and overtime requirements of the Fair Labor Standards Act.
BASE SALARY
$106,761 - $116,000 Annually
POSITION SUMMARY
The position of Lieutenant requires extensive training in management, leadership, incident command, strategy and tactics, building construction, firefighter health and safety, responding to, combating, extinguishing, preventing fires, driving and operating apparatus, and rescue work. The individual will be required to learn and participate in the performance of tasks in emergency situations, which may require strenuous exertion under adverse conditions such as heat, smoke and confined spaces. The Lieutenant serves not only as a company officer, but also as a station and/or District line supervisor responsible for the effective administration and management of available District, mutual and auto aid resources.
POSITION DUTIES AND EXPECTATIONS
- Completion of Company Inspections as assigned
- Facilitate and meet required training of the District with cooperation of the Shift Supervisor.
- Plans and executes work assignments of fire company personnel
- Evaluates the performance of personnel assigned to their command
- Supervises and assists in the maintenance of the fire station including; interior cleaning, exterior cleaning, lawn and vegetation care, etc.
- Responsible for the performance, safety, and direction of personnel at an emergency scene
- Performs work independently following established practices, although new or unusual problems may be referred to a superior for advice and assistance.
- Facilitate the determination of the cause, origin, circumstances of all fires within the respective response district, first due area, or under their watch
- Completion of reports before shift ends
- Encourage and facilitate career development of assigned personnel
- Demonstrate good judgment in human resource management and identify the training needs of assigned personnel
- Attendance of classroom training, as well as drill ground training sessions on a regular basis continually updating their knowledge and skills required for effective work performance
- Answering emergency medical, traffic accidents, hazardous material alarms, and other calls for assistance from the public
- Supervise the combat, extinguishment, and prevention of fires using best practices of NIMS/ICS and Blue Card
- Completion of required training that enhances response capability and readiness of personnel assigned under their command
- Maintain a positive image within the community through responsive and sensitive public relations
- Completion and familiarization of commercial pre-fire plans within their respective response district/first due areas
- Have a working knowledge of street, address and fire hydrant locations within the response district or first-due area
- Familiarization with the response district/first due areas
- Coordination of fire suppression, rescue and emergency medical activities
- Provision of public education as assigned
- Supervise routine maintenance of the station, apparatus and equipment
POSITION KNOWLEDGE, SKILLS, AND ABILITIES
The Lieutenant/Company Officer must possess the following knowledge, skills, and abilities:

WORKING ENVIRONMENT AND PHYSICAL DEMANDS
ENVIRONMENT
Work is performed in a standard office with frequent travel to various locations to attend meetings and/or perform activities in responding to emergency scenes, disasters, or critical incidents; the employee occasionally works near moving mechanical parts; occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, extreme cold, extreme heat, risk of electrical shock, risk of radiation, and vibration; the noise level in the work environment is usually moderate; however, the noise level is occasionally very loud due to sirens, etc; wear protective apparel including goggles, face protector, aprons, safety shoes, and self-contained breathing apparatus; incumbents may be required to work extended hours including evenings and weekends and may be required to travel outside city boundaries to attend meetings; subject to mandatory call back at any time.
PHYSICAL DEMANDS
Primary functions require sufficient physical ability to work in an office setting; walk, stand, or sit for prolonged periods of time; occasionally stoop, bend, kneel, crouch, reach, and twist; occasionally climb and balance; regularly push, pull, lift, and/or carry light to moderate weights; frequently lift and/or move moderate to heavy weights; perform arduous and prolonged tasks under adverse and dynamic conditions; occasionally lift and/or move heavy weights; operate office equipment including use of computer keyboard; requires a sense of touch, finger dexterity, and gripping with hands and fingers; ability to speak and hear to exchange information; ability to operate a vehicle to travel to various locations; ability to operate and use specialized vehicles and equipment.
PHYSICAL REQUIREMENTS
- Ability to safely operate in protective equipment in hazardous environments and atmospheres
- Full field of vision with proper acuity with or without correction to include close, distance, and peripheral vision, depth perception, and ability to adjust focus; capable of identifying red and green colors to enable safe operations of fire apparatus
- Auditory capacity consistent with NFPA Standard 1001
- Capacity to operate and breathe with self-contained breathing apparatus in confined spaces, independent of other firefighters, without exhibiting claustrophobic tendencies
- Ability to supervise, give direction to a minimum of one subordinate
- Ability to lift, carry or drag weight equal to and in addition to one's own body weight while ascending/descending stairs and fire department ladders
- Ability to operate at higher elevation in relation to the ground, and do so with mobility and flexibility without jeopardizing the safety of self or others
- Ability to perform physical taxing activities during sustained operations
- Ability to speak clearly and spontaneously while operating in stressful and/or hazardous environments
- Ability to don 50-lb vest and structure gloves
- Lift large NIOSH box weighted to 60-lbs from floor, carry down and up two flights of stairs, and set back on the floor
- Lift large NIOSH box weighted to 35-lbs from floor, carry down and up two flights of stairs, and set back on the floor
- Push a sled weighted to 75-lbs horizontal force (190 lbs. in sled) for 75-feet
- Pull 3-ft of cable weighted to 45 lbs. 5 times, then 35 lbs. 5 times, then 25 lbs. 5 times
- Simultaneously lift (using dowel handles) 2 small NIOSH boxes weighted to 55-lbs or 2 55-lb dumbbells
- Simultaneously carry boxes or dumbbells between cones placed 11 feet apart in a figure-eight fashion for two cycles. Dumbbells or boxes may be set down to adjust grip only one time during the two cycles
- Pull cable downward 22-inches using pole attachment, 10 repetitions per arm
- Lifts/carries 100 lbs. occasionally (0-33% of the time or 1-100 times per day)
- Dynamic Lifting Criteria: Floor-to-Knuckle: 100 lbs.
POSITION REQUIREMENTS
Possess a high school diploma or equivalent
Possess a valid Colorado Drivers License with acceptable driving record
Successfully complete the District's testing / selection process
Hold the following certifications:
- Firefighter II - DFPC or ProBoard approved equivalent
- Hazardous Material Operations - DFPC or ProBoard approved equivalent
- Emergency Medical Technician – Basic / State of Colorado or National Registry. National Registry EMT-B certifications must be registered with the Colorado Department of Public Health and Environment.
- 1st Responder/CPR – Basic Life Support (BLS)
- Driver Operator Utility NFPA 1002 - DFPC or ProBoard approved equivalent
- NWGC S130/190 Firefighter Type II
- ICS 700.a An Introduction
- ICS 100.a Introduction to the Incident Command System, ICS 100
- ICS 200.a ICS for Single Resources and Initial Action Incidents Basic Incident Command System - Online course completion prior to first shift.
- ICS 300 Intermediate Incident Command System within six (6) months of appointment
- Blue Card Type IV/V Incident Command Certification - Online course completion prior to first shift, certification within one (1) year of appointment.
- Fire Officer I - DFPC or ProBoard approved equivalent
- Fire Instructor I - DFPC or ProBoard approved equivalent
Attend the minimum number of company training hours and complete the number of "Job Performance Requirements" to meet the requirements to maintain certifications required for the position. The Berthoud Fire Protection District requires operational personnel to complete JPRs for required certifications, consistent with DFPC standards for certification renewal, regardless of ProBoard, Colorado Metropolitan Certification Board (CMCB), or Department of Defense (DOD) requirements.
Hold or obtain a Candidate Physical Ability Test (CPAT) or documentation of equivalent annual incumbent physical fitness testing (external candidates)
Attend the minimum number of hours of continuing medical education to maintain Emergency Medical Technician – Basic certification
Completion of an approved fire officer development program as approved by the Fire Chief and/or his/her designee (examples shown below are not all inclusive):
- University of Illinois Fire Service Institute "Fireground Company Officer School,"
- Fire Department Training Network "Fireground Company Officer",
- Aims Community College "Fire Company Supervision & Leadership and Fire Service Management"
Have the ability to learn and apply the knowledge and skills associated with the performance of their duties.
Must be able to understand and follow oral and written instructions during the performance of their duties, both during routine assignments and under the stress of operating on scene of an emergency.
Must be capable of managing personnel and fixed resources of the District.
Must be physically and mentally fit to meet the demands of the position. A minimum qualification standard of unrestrictive mobility. Must be physically capable of climbing ladders, working at heights, and working in confined spaces and able to lift excessive weight. May not have any physical condition which may impair job performance. In addition, a Pre-Employment Physical and POPAT (Post Offer Physical Ability Test) must be completed and passed (external candidates).
DESIREABLE QUALIFICATIONS
- Previous training and experience as a company officer in a combination and/or career fire department
POSITION MINIMUM QUALIFICATIONS
Must have a minimum of five (5) years of full-time shift experience as a career firefighter with a combination/ or career fire department.
