What You Will Do
Join the Richard P. Feynman Center for Innovation (FCI) Licensing team in deploying Los Alamos National Laboratory intellectual property (IP) covering early-stage scientific technology innovations and driving the development toward commercial pathways to expand licensing for commercial success in support of U.S. national security efforts. The Licensing Specialist is responsible for deploying Los Alamos IP rights through appropriate mechanisms and facilitating partnerships and mechanisms aligned with a viable business opportunity. This responsibility includes negotiating and maintaining high-quality licensing arrangements while balancing the inherit risks with the desired benefits. This requires conducting pre and post IP due diligence and assessing viable business opportunities and developing value propositions to support negotiating and maintaining high quality licensing arrangements. The Licensing Specialist oversees incoming licensing inquiries, collaboratively develops value propositions with FCI staff, conducts negotiations, and drafts license agreements including exclusive and nonexclusive commercial licenses, license modifications, end-user software agreements, inter-institutional/royalty

What You Need
Minimum Job Requirements:

Technical Knowledge
  • Demonstrated experience in negotiating and drafting IP license transactions at a national laboratory, university or company with potential licensees ranging in size from a start-up to a large corporation.
  • Demonstrated experience in developing value propositions based on the business opportunity and the relevant Los Alamos IP.
  • Understanding of IP law, various contractual mechanisms, and financial analysis in a Technology Transfer setting to inform licensing decisions.
  • Experience outlining business terms based on commercial opportunity evaluations and value propositions, competitive market and IP landscape analysis, and business models.

Communication Skills
  • Ability to interact effectively with all levels of personnel, building trust, gaining consensus, and resolving conflicts. Proficiency in communicating with scientists, research sponsors, patent attorneys, industry representatives, and entrepreneurs.
  • Demonstrated oral and written communication and presentation skill to articulate concepts and agreement language, using a diverse range of technical and business acumen.
  • Teamwork and Performance
  • Ability to work both independently and within a team environment, and under pressure, to meet deadlines. Skilled in managing a diverse set of relationships, tasks, and projects.
  • Demonstrated initiative, versatility, attention to detail and an ability to follow tasks through to completion. Ability to successfully plan, organize, lead, and monitor team efforts to completion.

Tools and Systems
  • Proficiency in Microsoft Office Suite (Word, PowerPoint, and Excel), and Adobe Acrobat.
  • Familiarity with database and work-flow systems to track IP and to relate agreements (e.g., licenses) to specific IP in those systems.

Education/Experience
Bachelor's degree in a business, science or engineering discipline from an accredited institution and 8 years of directly related experience. At this level, an advanced degree (MBA or JD) with a focus on IP management and licensing is desired.
Desired Qualifications:
  • Basic knowledge of business mechanics including characteristics, strategies, and funding mechanisms such as venture capital
  • Possess a network of private sector, academic and government technology contacts.
  • Familiarity with export control
  • Familiarity with contract law, drafting, and interpreting contract language.
  • Familiarity with market research tools such as Pitchbook, BCC market research reports, and other web-based platforms.
  • Knowledge of Federal, DOE, national laboratory, and university Technology Transfer practices
  • Registered as a USPTO patent agent, Technology Transfer Professional (AUTM), or Certified Licensing Professional (LES).

Work Environment:
Work Location: The work location for this position is hybrid and is located in Los Alamos New Mexco. Hybrid is defined as working partially onsite/partially offsite but within 2 hours ground commute of this location. All work locations are at the discretion of management and can change at any time with appropriate notice.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details
Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.
Clearance: Q Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory.
