Position Summary

Under the general direction of the Dean of the Library, the incumbent's primary responsibility is to provide leadership and oversight for the Library Administrative Office and operations. The Library Budget, Personnel, & Operations Analyst manages sensitive information and situations, provides the lead work direction for office administrative staff, and oversees the day-to-day operations of the unit. Maintains thorough and detailed knowledge of Library and University policies and procedures. In the absence of the Dean and Associate Dean, the incumbent is in charge of matters requiring the attention of Library Administration. This position is responsible for financial, personnel, and other administrative issues. Financial duties include fund management, reconciliation, fiscal analysis, and projections for the University Library budget, including state general funds, lottery, foundation, and trust accounts.
 
The incumbent will monitor budgets and business affairs and interpret policies and procedures. Prepares information necessary for the Dean and Library Administrative team to make decisions in regard to the acquisition and allocation of organizational resources and to apply analytical and problem-solving techniques to the unit's business affairs. This position requires considerable discretion and judgment to effectively carry through on decisions and duties in a broad range of administrative areas.

FLSA: Exempt (Not eligible for overtime compensation)

Anticipated Hiring Range: $5,022 per month - $6,037 per month, commensurate with the candidate's education, experience, skills, and training.

CSU Classification Salary Range: $5,022 per month - $9,083 per month

Work Hours: Monday - Friday 8 am-5 pm daily, partial telework schedule may be available after the probationary period, subject to management approval.

Minimum Qualifications 

Entry to this classification requires general knowledge and skills in the applicable administrative and/or program field with a foundational knowledge of public administration principles, practices, and methods. This foundation would normally be obtained through a bachelor's degree and/or equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs.

Required Qualifications 

EDUCATION:
1. Bachelor's degree in Business or Accounting (or closely related field) and/or equivalent training and administrative work experience.
 
EXPERIENCE:
2. Accounting and/or budgeting experience, such as budget oversight, performing fiscal analysis and projections.
3. Human Resources and Personnel Management experience.
4. Experience in performing a variety of administrative and technical duties, such as research, analyze, develop, evaluate and recommending appropriate solutions for operations, procedures and policies.
5. Experience providing initiative, leadership, training, and lead work direction or supervision in the workplace.
6. Experience using budgeting/accounting software such as the Common Financial System (CFS).
7. Proficient in the use of Microsoft Office software.
 
KNOWLEDGE, SKILLS AND ABILITIES:
8. Strong interpersonal skills; ability to develop and maintain effective working relationships.
9. Excellent verbal and written communication skills.
10. Detail oriented.
11. Demonstrated reliability, good judgment, and dependability.
12. Organizational skills; ability to prioritize, know when to delegate, and be flexible.
13. Demonstrated history of and commitment to building and maintaining a diverse work environment.
 
CONDITIONS OF EMPLOYMENT:
- Ability to pass a background check.

Preferred Qualifications 

14. Master's Degree in business, accounting, or related field.
15. Experience working in complex organizations such as institutions of higher education.
16. 3+ years of experience in accounting and/or budgeting
17. 3+ years of experience in Human Resources and Personnel Management.
18. Experience working within a collective bargaining environment.
